Fire Department Communications in Kabardino-Balkaria Now Protected

Rostelecom implemented the project by deploying a network of encryption devices across the region.

Russia continues to digitize its emergency services, with protecting their information infrastructure among the key priorities. That protection must cover not only computer equipment but also communications lines.

All Critical Data Under Protection

Rostelecom recently announced the successful completion of a project to secure communications channels used by the fire and rescue service in the Kabardino-Balkarian Republic. The company said the technology was developed by its in-house engineering team. The project is designed to protect data in transit, including information essential to the operation of the region's emergency response system.

As part of the project, Rostelecom deployed a network of encryption devices at fire and rescue service centers across the republic. All the devices were connected to a single central hub. The technology secures the transmission of alarm signals from fire stations to audible alert devices.

“Secure communications channels are the foundation of reliable operations for us. Thanks to the coordinated work of Rostelecom's , the solution went live without any loss of functionality and met all the requirements. The system is operating as intended, protecting communications and ensuring that alerts are delivered promptly when an emergency occurs,” said Anzor Kardanov, director of the Kabardino-Balkarian Fire and Rescue Service.

No System Shutdown Required

Rostelecom said the project required additional computing capacity. Its specialists deployed a virtual data center, installed and configured a network management center, and then connected the encryption devices. The computers responsible for encrypting data also controlled the alert equipment, so shutting them down could have taken critical systems out of service. To eliminate that risk, Rostelecom developed an alternative technical solution and supplied the necessary equipment.

Modernization Is Set to Expand

The project in the Kabardino-Balkarian Republic is not a one-off initiative. Similar upgrades are expected to reach other regions of Russia in the near future. Following its 2025 work, the Ministry of Emergency Situations approved a list of 45 regions where public warning systems need to be brought up to operational readiness. Against this backdrop, experts expect demand to grow for communications equipment, secure network deployment, and the integration of regional management systems.

For companies in the telecommunications sector, this creates a new market opportunity with clear growth potential. According to a study by the Center for Strategic Research, Russia's information security market exceeded 364 billion rubles (approximately $4.5 billion) in 2025, up 16.1% year over year.

A Track Record of Experience

Over the past several years, Rostelecom has delivered a range of projects to modernize emergency-service infrastructure and replace foreign technologies with domestic alternatives. In early 2023, for example, the company announced that it had migrated the 112 emergency response system in the Yaroslavl Region to Russian software. The transition was completed with virtually no disruption to critical services.

In July 2024, Rostelecom completed another phase of work to rebuild the regional automated centralized public warning system in 12 districts of the Rostov Region. The company's teams replaced outdated acoustic equipment in public gathering places, upgraded the server infrastructure at the dispatch center in Rostov-on-Don, and secured the communications channels.

In April last year, Rostelecom reported on a project to build and modernize Krasnodar's municipal automated centralized public warning system. The system covers the city and includes control consoles, repeaters, and more than 100 alert devices. Emergency signals are transmitted over a secure VPN channel to the city's unified duty and dispatch service.

The success of Rostelecom's latest project builds on the experience the company has accumulated through its earlier work. The next step is likely to involve a more comprehensive approach. Emergency services will need more than isolated secure communications channels: they will need an integrated security infrastructure combining cryptographic data protection, centralized monitoring, automated incident detection, and equipment diagnostics.

We built a secure communications perimeter tailored to the customer's infrastructure and ensured that all connections were properly integrated. It is important to us that the system operates reliably and delivers alerts on time under any circumstances, and that our specialists remain available throughout every stage of implementation
