Irkutsk Moves Breeding Livestock Resources to Digital Registry

In the Irkutsk region, 13 types of genetically valuable livestock have begun registration in the Federal State Information and Analytical System for Breeding Resources, marking a shift toward full digital oversight of animal genetics.

As of March 1, 2026, Russian agricultural producers engaged in breeding livestock, as well as in the production and use of breeding materials for selection purposes, have entered a new technological phase. Mandatory registration of breeding stock across 13 livestock categories has been introduced in the Federal State Information and Analytical System for Breeding Resources (FGIAS PR). Animals not registered in the system cannot be sold as breeding stock. Breeding certificates and permits, including those for the import of breeding materials, are now issued exclusively through this platform.

As a result, FGIAS PR is becoming a unified digital platform for tracking and verifying the quality of breeding livestock, while also consolidating data on the country’s genetic resources.

Irkutsk Begins Registration

Farms in the Irkutsk region specializing in breeding livestock are actively registering their animals in FGIAS PR. Mandatory registration began on March 1, and a transition period for breeding certificate formats will remain in effect until September 1, 2026. In practice, the entire year has been allocated for agricultural producers to prepare and upload data, providing sufficient time for onboarding.

 

While it is technically possible to avoid registering animals in the system, doing so eliminates eligibility for state support in breeding programs. Farm operators that fail to register livestock by the end of the year will lose access to government subsidies in 2027. Financial support will be provided only for animals recorded in FGIAS PR.

Given the financial incentives, participation rates remain high. In the Irkutsk region, 13 breeding farms operate across cattle, swine, and mink production, along with five service organizations supporting breeding activities. All are actively entering data into the unified system. For the region, this creates a foundation for more precise analysis of breeding stock and accelerates administrative processes through digital management.

Local agricultural producers are already familiar with digital systems. In April 2021, Irkutsk launched a pilot automated system for identification and tracking of farm and domestic animals. That system enabled continuous monitoring and rapid response to disease detection and gaps in sanitary treatment. In this context, the transition of breeding farms to FGIAS PR represents the next stage in the digitalization of livestock farming.

Digital Marketplace and Full Transparency

Digitalization is set to make Russia’s breeding livestock sector fully transparent. Starting September 1, 2026, animals not registered in FGIAS PR cannot be sold as breeding stock, as all certificates and permits, including those for imports, will be issued through the system. FGIAS PR is becoming a single digital environment for tracking, certifying, and managing the circulation of breeding livestock.

 

At the same time, the platform is building a new suite of digital services for agricultural producers. It will contain comprehensive data on each breeding animal and its lineage, providing transparent and accessible information for farmers, breeders, and research institutions.

The system also includes a public registry of breeding animals offered for sale. Digital accounting is evolving beyond a compliance mechanism into a marketplace interface.

“In the open-access section, users can view a registry of breeding animals and herds listed for sale. Anyone can access animal profiles, see seller contact details, connect directly, and complete a purchase,” says Elena Gilyova, Head of IT Product Portfolio at AgroPromCifra.

Unified Digital Profile

Once breeding livestock is fully digitized, regulators will gain a clear, real-time view of the sector and a stronger basis for policy decisions. This large-scale digital platform will operate with the support of artificial intelligence.

 

For agricultural producers, the breeding livestock market will become more transparent and secure. A comprehensive digital layer will eliminate manipulation of pedigree documentation. FGIAS PR therefore creates a foundation for more efficient development of both meat and dairy sectors, supporting national food security.

For Russia’s IT sector, agriculture is emerging as a major client for industry-specific platforms. Demand continues to grow for solutions in registry systems, integration with veterinary and management platforms, data analytics, and digital services for the agricultural sector.

FGIAS PR is only one component of a broader unified digital platform for agriculture. In the near future, digital tracking of breeding livestock will become part of a comprehensive digital profile for each farm, covering land, machinery, seed production, and breeding operations. The Ministry of Agriculture plans to integrate multiple federal systems into a single digital platform. At the initial stage, six systems will be consolidated: FGIS “Grain” for tracking commodity grain movement, FGIS “Seed Production” for monitoring seed varieties and usage, FGIAS “Breeding Resources” for centralized livestock data, FGIS USMT for registration of tractors and machinery, EFGIS ZSN for agricultural land records, and IAS NTOR-SH for monitoring scientific and technical development in agriculture.

For Russian developers and system integrators, the implementation of such a complex platform represents a significant reference case that can be offered to partner markets seeking to modernize their agricultural sectors.

The transition of breeding farms to the new system will enable regional authorities to track specialized farms and monitor the issuance of certificates for breeding livestock. It will also reduce the reporting burden on businesses and support the shift to a transparent digital database that reflects the actual breeding value of animals.
