Rostelecom Expands Kaliningrad Data Center Capacity by Nearly 50%

The upgrade is expected to meet a significant share of local companies’ demand for computing infrastructure.

Russia continues to expand its network of data centers, which play a critical role in the digitalization of the economy. New facilities are being built while existing ones are being upgraded.

Eight New Racks

Recently, the Kaliningrad branch of Rostelecom announced the successful expansion of capacity at the region’s first commercial data center. The facility initially operated 20 server racks hosting customer equipment. It has now added eight more racks, each with a capacity of 10 kilowatts. As a result, dozens of additional companies will be able to place their data in a purpose-built, secure environment.

The Kaliningrad data center services offered by Rostelecom are aimed at national-level enterprises, public sector organizations, government information systems, and large corporate clients.

“We launched the region’s first data center at the Kaliningrad branch of Rostelecom in March 2012. Since its opening, its resources have been fully utilized, and growing demand from businesses and government organizations required us to increase its capacity by nearly half,” said Alexey Semenov, director of Rostelecom’s Kaliningrad branch.

Reliability and Security

The data center operated by Rostelecom’s Kaliningrad branch is equipped with all the necessary engineering systems to ensure high reliability, fault tolerance, and performance. Around-the-clock operations by company specialists include monitoring and technical support for all critical components of the facility, from hardware and networks to communication channels and customer infrastructure.

Special attention is given to securing both equipment and stored data. The site is equipped with advanced cooling systems and backup power supplies to mitigate potential outages. All equipment is also protected against fire and unauthorized access.

A National Priority

Upgrading existing computing capacity is a critical focus for Russia’s IT industry. According to CNewsAnalytics, the volume of new rack deployments in commercial data centers declined slightly in 2025 compared to 2024. Against this backdrop, modernization of existing regional facilities is becoming increasingly important, enabling operators to meet demand faster than building new sites from scratch.

Meeting Growing Demand

Rostelecom continues to systematically expand computing capacity at the regional level. Much of this work is carried out by its subsidiary RTK-DC. In 2025 alone, the company launched several new data centers. In the summer, it announced the commissioning of a facility in the Nizhny Novgorod region, a large site with a total area of 3,539 square meters. It includes four server halls and 401 rack spaces with an installed capacity of 5 MW. Construction began in 2023, and progress was rapid enough that the second phase was completed six months ahead of schedule.

In December 2025, Rostelecom also reported the launch of a data center in Stavropol. Customers there can access a wide range of services, including colocation, cloud infrastructure rental, and secure communication channels for data exchange.

Last summer, RTK-DC introduced a new solution – mobile data centers. These infrastructure units are delivered as ready-to-deploy systems installed directly on a customer’s premises and can be easily scaled as needed. The solution allows companies to rapidly build their own IT environments without constructing permanent facilities, while ensuring reliable and secure storage and processing of large volumes of data. It is primarily targeted at organizations across industries that require localized IT infrastructure.

Industry experts expect regional data center capacity to continue growing in the coming years. These facilities are no longer just supporting assets but have become core components of the country’s digital infrastructure, enabling demand for computing power to be met locally.
