Krasnogorsk Digitizes Water Utilities: Sensors and SCADA Transform Water System Monitoring

Krasnogorsk Vodokanal JSC has completed its transition to digital infrastructure monitoring with remote equipment control. The utility's next step is to integrate its operations with the Moscow Region's regional ZhKH-Kontur (Housing and Utilities Monitoring) system.

More than 100 water supply and wastewater facilities operated by Krasnogorsk Vodokanal are now connected to a unified digital network managed by a supervisory control and data acquisition (SCADA) system. Telemetry from installed sensors is fed into the system, where the data are processed and analyzed before being displayed on the dispatcher's control panel. Operators can see all equipment parameters, including the operating status of pumps and wells and water levels in storage tanks.

If a malfunction occurs, the system immediately alerts the dispatcher. If necessary, the operator can restart pumps when the automated controls have failed to do so. The system also allows any connected equipment to be operated remotely. SCADA can automatically rotate pumps and balance their workloads, significantly reducing the risk of equipment failure.

Digital control algorithms are helping Krasnogorsk Vodokanal respond to operational problems more quickly, while customers benefit from a more reliable water supply.

ZhKH-Kontur and Predictive Analytics

According to Krasnogorsk Vodokanal's management, the utility plans to implement two related projects in the near future. The first is integration with the Moscow Region's ZhKH-Kontur system, which was developed to collect telemetry data at a centralized dispatch center. One of the system's main functions is proactive monitoring. Digital algorithms can detect even minor deviations from established operating parameters, allowing utilities to correct problems promptly and prevent emergencies.

Second, Krasnogorsk Vodokanal’s team plan to use predictive analytics as a separate, locally deployed tool to forecast potential equipment failures more quickly.

According to the Moscow Region Ministry of Housing and Utilities, water utilities in Lyubertsy, Lobnya, Istra, Klin, Solnechnogorsk, and Balashikha are already connected to ZhKH-Kontur. Water intake facilities in Mytishchi, Khimki, Zhukovsky, Krasnoznamensk, Odintsovo District, and Shchyolkovo are now being connected. Sensors operated by Mosoblvodokanal in Chekhov, Voskresensk, and Elektrostal will also be integrated into the network. The region plans to connect all its water supply facilities, including those in Krasnogorsk, to the digital system by the end of 2027.

The Moscow Region Moves Toward Digitalization

The Moscow Region began an active program to equip heat supply, water supply, and wastewater facilities with sensors in 2024. Boiler houses were among the first facilities brought under digital monitoring. By the end of the first half of 2026, telemetry systems had been installed at 85 percent of boiler houses and central heating substations.

Krasnogorsk began introducing digital heat supply monitoring in 2025 as part of the regional program. That same year, Istra became the pilot district for installing smart sensors across water supply systems. Sensors and controllers are now installed at 54 water intake facilities there.

From Basic Digitalization to Digital Maturity

The scale of the Moscow Region's initiative shows that digital technologies in Russia's housing and utilities sector have moved well beyond the pilot stage, even in areas where projects are still formally described as pilots. According to Krasnogorsk Vodokanal's management, the utility has completed the initial stage of digitalization and is now working to advance its digital maturity.

Customers may never see the hundreds of sensors installed across the network or the analytical algorithms running behind the scenes. But they can experience the practical benefits. Rather than waiting for customer complaints before responding to problems, the utility can identify operational risks at an early stage and prevent them from developing into major service disruptions.

For the utility sector, the benefits of large-scale digitalization are clear. Investments in infrastructure modernization can pay off through more efficient operations, more predictable resource consumption, and fewer emergencies.

We have equipped boiler houses with sensors that monitor temperature, pressure, and the supply and return lines. This allows us to see online all the operating parameters a particular boiler house delivers to consumers. Now, it is impossible for a boiler house emergency to go unnoticed. We see it immediately. This is especially important during the winter. Digitalization helps eliminate the human factor entirely
