AI Service Obrashchaysya Arrives in Buryatia Government Agencies

The system, developed by Yakutsk-based professionals, is steadily gaining ground across the Russian market. Process automation is emerging as the service’s most popular feature.

The AI-powered Obrashchaysya (Request It) system, designed to automate legal and document work for municipal governments, has been deployed in Buryatia. The service helps draft responses to residents’ requests and inquiries from oversight agencies, prepare standard contracts, certificates and meeting minutes, and check draft municipal regulations for compliance with federal law. Today, the system can process up to 3,000 requests a day, and the technology has already been tested in more than 20 Russian regions.

The system was developed by Sakhavision, an IT company based in Yakutia. Obrashchaysya was originally created as a digital environment connecting residents with municipal governments, but later gained an AI lawyer capability. The project relies on Russian neural network technologies, including GigaChat. Obrashchaysya now offers a clear example of generative AI moving beyond general-purpose chatbots toward a specialized product for government, helping people get faster responses to their requests.

Government Turns to AI

Obrashchaysya appears likely to continue spreading among municipal and regional governments, particularly as Russia moves to expand the use of AI in public administration. The updated National Strategy for the Development of Artificial Intelligence calls for broader adoption of the technology across the public sector, while the Russian government has previously said that proposals for introducing AI into public administration have been incorporated into the updated federal project.

As for its export prospects, the product is closely tied to Russian law and municipal government practices. Still, the underlying technology architecture – an AI assistant that works with regulations and documents – could potentially be adapted for other countries, although doing so would require almost complete localization of the legal framework and business logic. For the near term, however, Russia remains the more realistic market.

From Yakutia to the Rest of the Country

The original version of Obrashchaysya was launched back in 2022. In Yakutia, the service evolved as a digital platform connecting residents with municipal governments. By December 2022, it was already being used for large projects involving hundreds of participants, and in 2024, Buryatia began training users to work with Obrashchaysya as well.

In February 2025, the system’s developer announced plans to expand it to other Russian regions. By March, the service was already in use at more than 300 municipal institutions, relying on Russian neural networks and proprietary models. In September 2025, the AI lawyer for automating document preparation was deployed in Yakutia, and by November it had entered use in Buryatia, the Amur Region, Zabaykalsky Krai and Primorsky Krai. Now, in 2026, the project’s geographic reach continues to grow as government agencies make increasingly active use of AI overall. Rosprirodnadzor (Federal Service for Supervision of Natural Resources), for example, has launched its own intelligent assistant, which generates responses using regulatory documents and the agency’s knowledge base.

Automation Gains Popularity

The project’s pace of development has indeed been striking: in a short period, Obrashchaysya has grown from a regional service for engaging with residents into an AI support platform for municipal employees, now used in more than 20 regions. That level of demand provides strong grounds to expect the system to reach every region of the Russian Federation in the near future.

Perhaps the most promising area for Obrashchaysya is automating high-volume, routine and legally standardized work: initial processing of residents’ requests, drafting documents, searching for regulatory information and reviewing documents. For Russian municipalities, this model is likely to be particularly valuable because of the heavy volume of paperwork and shortages of qualified professionals at the local level.

The tool quickly prepares basic responses to residents’ requests. In addition, it is easy to get those responses approved by management, which substantially reduces processing time. This makes work more efficient, speeds up communications and helps resolve residents’ issues effectively. However, the final decision is always made by a person, because that person bears responsibility for reviewing the request. Artificial intelligence generates a response that is as closely tailored as possible to each particular situation
