In Zabaykalsky Krai, residents can track how apartment buildings are being prepared for winter through a mobile app.

The Gosuslugi.Dom (Public Services.Home) app lets residents check how preparations for the heating season are progressing and contact their property management company.

In Russia, interactions among homeowners, property management companies and government agencies are moving online. In the past, residents often learned about problems only after an emergency occurred. The continued development of Gosuslugi.Dom is creating a system in which information about a building’s condition is available in advance.

The service shows the status of ongoing work, lets residents check whether a building has a winter-readiness certificate and communicate with its management company. In practice, the app gives residents a tool for monitoring how their homes are managed and can help identify and resolve potential heating problems faster.

Digital Home Models

Services like Gosuslugi.Dom could reduce the number of disputes between residents and property management companies while creating a digital history for each property. The app is integrated with the GIS ZhKKh (State Information System for Housing and Utilities), which collects data on buildings, management companies, payments, resident requests and technical work. Over time, this infrastructure could provide a foundation for digital models of apartment buildings that forecast failures and automatically monitor the condition of their engineering systems.

Solutions such as Gosuslugi.Dom are also creating demand for technologies that process large volumes of data, mobile apps, electronic interaction systems, integration platforms and analytics tools. That, in turn, can support the growth of Russia’s IT sector.

A New Level of Digitalization

Over the past five years, Russia’s housing and utilities sector has moved from building the unified GIS ZhKKh information database to deploying tools that monitor the technical condition of buildings and prepare infrastructure for seasonal loads.

In 2022, one of the main areas of digitalization was the development of GIS ZhKKh as a unified digital platform connecting residents, property management companies and government agencies. User-facing services were subsequently built on the platform, including Gosuslugi.Dom, which expanded across Russia in 2023 and became one of the country’s major digitalization projects.

In 2024, Gosuslugi.Dom surpassed 3 million users. The Ministry of Construction, Housing and Utilities of the Russian Federation was also discussing further development of the app and deeper integration with GIS ZhKKh, including collective resident requests and greater transparency in the work of property management companies. In 2025, the app added guest access, allowing relatives and tenants, as well as homeowners, to manage certain housing functions. In 2026, digitalization in the housing and utilities sector moved to a new stage, with a focus on managing the life cycle of apartment buildings. The new service in Zabaykalsky Krai is part of that shift.

Housing and Utilities on Russian Platforms

The platform’s capabilities are expected to expand in the coming years. Planned developments include integration with engineering-network monitoring systems, the use of big-data analytics to forecast failures, AI tools for processing resident requests, and automated assessments of property management companies’ performance. These additions could make housing and utilities one of the more prominent areas for domestic digital technologies.

As for Russia’s IT sector, the project illustrates how government digital platforms can expand their reach to millions of users. Its main impact is expected to come from better management of urban data and the development of services for smart cities. Over time, the experience gained from the project could also prove useful in other countries facing similar challenges in digitalizing housing and utilities.

Property management companies can no longer operate without digital programs and technologies. Digitalization in apartment-building management is needed for management and dispatching operations, as well as for communication with homeowners.
