Primorye to Launch Unified Digital Platform for Automated Enforcement of Administrative Violations
Digital Primorye is developing a unified platform that will automate the identification of administrative offenders. The system will connect all administrative commissions across Primorsky Krai and operate using data from photo and video surveillance cameras.
The platform will link surveillance cameras with databases maintained by the Federal Tax Service, the Ministry of Internal Affairs, the Federal Bailiff Service, and the Gosuslugi (State Services) portal. This will allow authorities to identify suspected offenders within minutes using either a vehicle registration number or a property's cadastral number. The system will be used to detect offenses including illegal dumping, unauthorized waste disposal, improper parking, violations involving cargo transportation, and unauthorized access to ice-covered waterways.
The platform will automatically compile evidence for each case, using footage captured by surveillance cameras to generate the case file. According to the developers, this approach will minimize human involvement in the evidence-gathering process and create a consistent evidentiary record.
Digital Primorye expects the platform to make administrative enforcement faster and more transparent while improving the consistency of penalties. Over the longer term, the organization believes the system will help reduce the number of administrative violations across the region.
