Russia's Ministry of Digital Development is evaluating a proposal to power cellular base stations in areas with underdeveloped electrical infrastructure using solar panels and wind turbines. The approach would allow the sites to operate independently of the power grid. The initiative could apply to base stations located along highways and railway corridors.

The proposal is expected to be included in the updated Communications Industry Development Strategy through 2035, which has already been circulated to relevant government agencies for review. The strategy is still under development, and its final version has not yet been approved.

Remote base stations already rely on autonomous power sources, primarily batteries and diesel generators. However, these are considered temporary solutions. Renewable energy systems could provide a long-term power supply for telecommunications equipment.
