Russia Launches New Certification System for Trusted Software and Hardware
The “KII-CERT” framework aims to safeguard critical infrastructure and set unified national standards for IT reliability.
Russia is rolling out a new voluntary certification system for trusted software and equipment, known as “KII-CERT.” Developed under the coordination of Rosatom, the program is designed to enhance the security of critical information infrastructure and establish uniform standards for domestic IT solutions.
The initiative follows a presidential decree by Vladimir Putin on the protection of critical infrastructure. The system has already been added to the Russian Federal Agency for Technical Regulation and Metrology (Rosstandart) registry and is being implemented within the nuclear industry.
Multi-Stage Evaluation for Maximum Trust
Certification under KII-CERT involves a comprehensive, multi-step review: audits of manufacturers, assessments of product life cycles, and tests for resilience, fault tolerance, and interoperability. Companies that receive certification confirm not only the reliability and transparency of their production processes but also demonstrate a high standard of quality.
For businesses, the certificate serves as a competitive advantage in the domestic market; for customers, it guarantees secure and stable performance of critical systems.
Expanding Beyond the Nuclear Sector
By 2028, developers plan to introduce more than 130 national standards linked to the certification framework. In the future, KII-CERT will expand to cover telecommunications, energy, and space industries, creating a unified digital trust ecosystem and strengthening Russia’s technological independence.
The new certification system represents more than a compliance effort—it’s part of a broader move to build secure, sovereign digital infrastructure capable of supporting the country’s most vital industries.
