Russia to Encrypt Satellite TV and Communications Signals

Starting in 2026, Russia will require satellite operators to use cryptographic protection to secure control channels, bringing broadcast systems under the same strict standards as state IT infrastructure.

The Ministry of Digital Development plans to mandate encryption for satellite communications and broadcasting control links, according to a government order published on the official legal portal and cited by Vedomosti.

From March 2026, operators will have to install and certify cryptographic equipment through the Federal Security Service (FSB). The move is aimed at reducing risks of unauthorized access or tampering with satellite commands. Developers say no more effective form of protection exists today.

The rule will first apply to major federal satellite operators, including Kosmicheskaya Svyaz, Gazprom Space Systems, Gonets, and Bureau 1440.

The rollout of cryptographic defenses is expected to cost more than 3 billion rubles (about $35 million) over six years, with expenses falling on the operators.

Separately, Russia is also strengthening data protection in its MAX messenger by introducing domestic cryptographic libraries. Initially, the tech will secure message exchanges, but it is expected to expand to other functions of the platform.
