Russia Sets Out to Define Copyright Rules for AI-Created Works

As artificial intelligence becomes part of everyday life, Russia is drafting legal frameworks to define authorship and developer responsibility for AI-generated works.

Russia is moving to regulate copyright in AI technologies at the state level. The push reflects society’s growing demand for clear rules and ethical use. Leading universities are being tapped to design the legal framework.

Igor Shuvalov, head of the state development corporation VEB.RF, argued that modern technologies and AI require new laws. He called for open debate on who should be credited as the author of cultural products and who should bear responsibility for the technologies and content behind them. Top universities, including Moscow State University, have been asked to craft legal positions on these questions.

The debate surfaced prominently at the XI International Forum of United Cultures in St. Petersburg. This year’s theme, “Return to Culture — New Opportunities,” brought together more than 400 speakers from Russia and abroad, including leading cultural figures.
