Russia’s “Inspector” App Lets Officials Monitor Compliance Remotely
The new digital service reduces red tape for businesses while boosting the efficiency of state oversight.

Digital transformation of government services is one of Russia’s top priorities, and new tools are streamlining oversight. Among them is “Inspector,” a mobile app developed by the Ministry of Digital Development that enables remote monitoring of violations via smartphone or computer.
The service is available both to land-use inspectors and to businesses. Through the app, users can log violations with geotags, capture photos, videos, and audio from inspections, hold online consultations, work with checklists, use digital signatures, receive notifications about inspections, and review inspection histories. It also allows companies to confirm that violations have been corrected without requiring a follow-up on-site visit.
By digitizing the process, “Inspector” simplifies interactions between regulators and businesses, cuts paperwork, and makes compliance monitoring more effective. To get started, users must download the app, sign in through Russia’s unified identification system, and request a consultation through the government services portal.
