Child Health: Russia Is Developing a Unified Digital Service for Parents
Russia's Oryol Region is developing the Dispanserizatsiya detey (Children's Preventive Health Checkups) digital service, which will bring together the key stages of preventive healthcare for children in a single platform. The new resource is designed to serve as a personal assistant for families, making mandatory preventive medical checkups easier to understand and manage.
Today, parents often have to rely on multiple sources of information when arranging preventive health checkups for their children. Some information is stored in the child's medical record, some is available through the clinic's registration desk, and some is found on online appointment portals. For families with young children, who need regular visits to multiple healthcare professionals during the first years of life, keeping track of schedules and requirements can be challenging.
The new Dispanserizatsiya detey (Children's Preventive Health Checkups) service, now under development in Oryol Region, is intended to bring these core functions together within a single digital environment. Parents are expected to be able to schedule medical appointments, view age-specific preventive screening schedules, monitor vaccination timelines, and choose the primary care clinic where their child will be registered. Thus, most administrative tasks can be handled without additional phone calls or visits to the clinic's registration desk.
Prevention Comes First
Preventive health screening remains one of the most important tools in preventive medicine. Its goal is to identify potential health problems at the earliest possible stage, when treatment is most effective and diseases are easier to manage before they progress.
During preventive examinations, physicians assess a child's physical and neurodevelopmental health, perform laboratory testing, and refer patients to specialists when needed. Children undergo examinations by pediatricians, surgeons, neurologists, ophthalmologists, dentists, orthopedic specialists, endocrinologists, and other physicians. They also receive laboratory tests, ultrasound examinations, electrocardiograms, and other diagnostic procedures as clinically indicated.
The Digital Transformation of Pediatric Care
Russia has been steadily expanding digital technologies across pediatric healthcare. One of the earliest large-scale initiatives was the transition of Moscow's children's outpatient clinics to electronic health records. In 2021, parents gained online access to their children's medical information through the city's digital services portal, while healthcare organizations began gradually replacing paper records with electronic ones.
By 2022, the capabilities of electronic health records had expanded significantly. The system incorporated hospital discharge summaries from maternity hospitals, records of home nursing visits, vaccination histories, examination results, and preventive screening reports. During the same year, Moscow's pediatric outpatient clinics completed the transition to fully electronic medical documentation, enabling physicians across different specialties to work from a single longitudinal health record for each child.
The next phase focused on expanding digital services for parents themselves. In 2023, users gained the ability to upload vaccination records, laboratory results, and examination reports from private and federal healthcare providers directly into their children's electronic health records. In parallel, Russia continued developing its national digital healthcare infrastructure. Between 2024 and 2026, the Gosuslugi public services portal expanded access to electronic medical documents, digital mandatory health insurance (OMS) policies, and online physician appointment scheduling.
Designed With Parents' Input
The developers emphasize that the final functionality of the Dispanserizatsiya detey service is still being defined. To make the platform genuinely useful, Oryol Region has launched a public survey of local residents. Parents' feedback will determine which features should be introduced first, how the interface should be designed, and which capabilities will be most valuable for families. This approach allows digital healthcare products to be designed around the everyday needs of the mothers and fathers who will ultimately use them.
