From Price to Reputation: Voronezh Region Builds a Digital Procurement Framework

Voronezh Region presented its experience using Russia’s national business reputation rating system to conduct comprehensive checks on contractors at an international procurement conference.

At the conference, organized by Russia’s Federal Antimonopoly Service (FAS), government officials and major businesses from Russia, Egypt, China, South Africa and other countries discussed the digitalization of procurement, the use of artificial intelligence, and ways to ensure fair competition. Participants also examined the effectiveness of Russia’s ECG rating system, which evaluates a company’s performance in ecology, personnel policy and relations with the state. Voronezh Region shared its experience and reported the country’s highest procurement volume using this mechanism: more than 9,400 purchases worth over 9 billion rubles (approximately $112 million) so far this year.

A Trust-Based Ecosystem

The ECG rating is a methodology for assessing a company’s business reputation based on its environmental responsibility, personnel policies and quality of engagement with the state. As of the end of last year, 200 companies in Voronezh Region had scores above 91 points, and 41 organizations had earned responsible supplier status.

This year, regional authorities began using the ECG rating for both large and small procurements, extending it to the construction industry in October. But it is just one part of the region’s broader procurement ecosystem. Officials carefully assess the financial stability of companies bidding for state and municipal contracts, reducing the risk of awarding work to businesses without sufficient resources to deliver. Information about local companies is consolidated in the regional Vitrina proizvoditeley i postavshchikov (Showcase of Manufacturers and Suppliers).

For the public budget, this approach helps make spending more efficient. Competitive quotation procedures can lower procurement costs, while awarding contracts to reliable contractors helps ensure timely delivery within the allocated funding. Local businesses, meanwhile, gain a transparent route to government contracts.

Deeper Analysis

Voronezh Region is now developing a mechanism, based on a methodology from Russia’s Federal Tax Service, to assess whether contractors actually have the property, specialized equipment and other resources needed to perform their work. This should further reduce the number of troubled contracts.

Artificial intelligence could make public procurement even more efficient by taking some of the workload off regional agency staff who assess prospective contractors against formal requirements.

The region is also expanding its Vitrina proizvoditeley i postavshchikov. In 2025, more than 990 businesses registered on the platform and listed over 2,000 products. Over time, the service could evolve from an electronic catalog into a tool for finding suppliers and analyzing the regional market.

The Path to Success

Voronezh Region launched its electronic platform for consolidating information about local businesses last year. The region had begun using the ECG rating to assess businesses even earlier, in 2023. That same year, it became one of the first regions in Russia to pass a law on responsible business practices and began compiling a register of companies that met all the criteria. In mid-2024, the business reputation index was incorporated into the public procurement system. By the end of 2025, Voronezh Region’s approach had earned national recognition: it topped the ranking of digital procurement systems across Russia’s federal subjects, and its methods for applying the ECG rating were included in the Union of Procurement Professionals of Russia’s federal Register of Best Practices.

Expanding the Approach

In early 2026, the region extended the ECG rating to sole-source procurements for contracts worth up to 600,000 rubles (approximately $7,500). Such contracts account for a significant share of all procurement deals, making careful contractor selection particularly important. Next year, the use of the ECG rating is set to expand into additional sectors. The number of entities subject to financial monitoring is also expected to grow. “In effect, this is the creation of a kind of state accreditation system for businesses, in which reputation becomes a measurable factor. It reduces the bias toward price and makes it possible to account for a contractor’s quality, stability and integrity,” said Alexey Zhornik, CEO of the architectural and engineering firm DreamForm.

Voronezh Region is building a digital procurement model that uses analytics to manage supplier data and risks, encourage fair competition and make more effective use of public funds.

The modern procurement model based on the ECG rating gives us reason to hope that we can move away from the problem of unscrupulous suppliers. This is a key objective that can help save substantial public funds and improve procurement efficiency
