Roseltorg Rolls Out a New Generation of Electronic Signatures

Roseltorg's certification authority has deployed the KrypoKlyuch (CryptoKey) mobile electronic signature developed by CryptoPro and STCrypt. Users of the platform can now issue certificates and sign documents from iOS and Android smartphones without USB tokens or a desktop computer. The solution has been certified by Russia's Federal Security Service (FSB).

The signing key is stored in a distributed manner between the server and the mobile application, meaning neither side can generate a signature independently. That architecture reduces the risk of key compromise. At the initial stage, the service issues certificates to individuals with support for machine-readable powers of attorney. Support for corporate executives and sole proprietors is planned for a future release.

Reducing Dependence on Paper-Based Processes

The rollout of KrypoKlyuch is significant for Russia's electronic procurement and digital document management markets. Roseltorg serves both government agencies and commercial customers and reports a client base of 420,000 organizations and individuals. That scale is expected to accelerate adoption of mobile electronic signatures. For the broader technology sector, the move points to wider use of Russian cryptographic technologies and software, the migration of digital signatures into mobile services, and new integration scenarios involving electronic trading platforms (ETPs), electronic document management (EDM) systems, banks, and government digital services. It is also expected to increase demand for secure key storage technologies and mobile identity solutions.

Businesses and individual users gain the ability to sign documents and participate in procurement processes without an office workstation or USB tokens. At the same time, user adoption will depend on pricing, identity verification procedures, and the breadth of services supported by the platform. At the federal level, the initiative is expected to advance legally recognized electronic document management while reducing reliance on paper-based workflows. Although the distributed key storage model aligns with the global trend toward remote digital signatures, its international impact is likely to remain limited.

Competition With GosKlyuch

For CryptoPro, STCrypt, and Sber, the primary growth opportunities lie in banking and government digital services.

For Roseltorg, the main priorities include launching certificates for corporate executives and sole proprietors, expanding fully mobile procurement workflows, integrating with EDM, accounting, and banking systems, and further developing support for machine-readable powers of attorney. Competition with GosKlyuch is expected to become a defining factor, with certificate issuance speed and the depth of platform integration likely to determine market success.

The Evolution of Mobile Digital Signatures

The GosKlyuch application, launched by Russia's Ministry of Digital Development in 2021, enabled users to create electronic signatures and sign documents from smartphones at no cost. It became one of the country's first widely adopted government digital services in this area. A year later, the platform expanded to support online business registration and different levels of advanced electronic signatures based on user identity verification. By 2023, more than 2.7 million documents had been signed through GosKlyuch.

In 2024, SafeTech and CryptoPro combined transaction verification and cryptographic technologies in the commercial KrypoKlyuch solution. In 2025, the CryptoPro Key software suite received FSB certification, while GosKlyuch became available to corporate executives and sole proprietors, extending mobile digital signatures into enterprise document management.

The service was later integrated with the MAX messenger, allowing users to sign documents directly from their smartphones. In 2026, Sber, CryptoPro, and STCrypt announced plans to expand mobile digital signatures as part of banking and government services. The deployment of KrypoKlyuch within Roseltorg further reinforced that trend in the electronic procurement market.

Integration With a Major Trading Platform

The deployment of KrypoKlyuch on Roseltorg signals a shift away from hardware tokens and desktop PCs toward mobile electronic signatures. Its distinguishing feature is integration with one of Russia's largest electronic trading platforms. The most tangible impact is expected to benefit small and medium-sized businesses as well as procurement professionals. Mobile signing is expected to accelerate document approvals and make remote work more practical for procurement operations.
