Russia to Get Its Own Secure Web Browser

Said browser could help build a full-fledged infrastructure and eventually a domestic technology stack, making the industry fully independent of foreign solutions.

Russia's digital market is moving toward homegrown software products with support for Russian standards built in from the start. Previously, foreign browsers had to be adapted to meet Russian security requirements. Now, the company CryptoPro is developing its own secure web browser, KriptoPro-Brauzer (CryptoPro Browser), which is expected to become part of the KriptoPro CSP (CryptoPro CSP) version 6.0 information security cryptographic protection system. Its main feature is that cryptographic mechanisms will be built directly into the browser rather than implemented through separate extensions. This will allow secure TLS connections to be established using Russian cryptographic algorithms. The project has already been approved by the Federal Security Service of Russia, but no market launch date has yet been announced.

In recent years, Russian users have faced compatibility problems between foreign browsers and domestic security certificates. A homegrown browser should make work with geographic information systems, electronic signatures and corporate services more predictable, while making access to digital services more resilient. The development of national digital infrastructures and the move away from dependence on global platforms are part of a worldwide trend that has spread across many countries. Russia has chosen to pursue that shift by developing its own technologies.

The Browser Could Help the Economy

The launch of KriptoPro-Brauzer will expand an information security ecosystem that already includes operating systems, electronic signature tools, cryptographic providers and data protection systems. Its main areas of use will be the public sector, the defense industry, financial organizations and large companies that operate critical information infrastructure. In these fields, certified security mechanisms and the ability to oversee the entire technology stack are critically important.

KriptoPro-Brauzer will also play a role in Russia's digital economy by helping build a domestic infrastructure platform. The user device, operating system, cryptographic module, certificates and secure connection could then work as a single system. This model is already used in other segments of Russia's IT industry, including domestic operating systems and electronic signature tools. It could potentially be exported as well, for example, to countries in the Commonwealth of Independent States and Asia. To do that, however, the browser would need to support international security standards and remain compatible with modern web applications.

Moving to Domestic Technology

Until recently, Russia's market for secure access to web services developed mainly by integrating domestic cryptography into existing browsers. In 2021, however, Chromium-Gost appeared, a browser based on the open-source Chromium project with support for GOST cryptographic algorithms. Then, in 2022, amid problems with foreign security certificates, the Russian Ministry of Digital Development announced that Russian online resources would move to domestic TLS certificates and recommended browsers that support Russian security mechanisms, including Yandex Browser and Atom.

In 2024, priorities shifted toward controlling updates, reducing dependence on foreign extension stores and ensuring stable operation with Russian cryptography. That eventually led to products with deeper integration of domestic security mechanisms. KriptoPro-Brauzer will be one such example, while another is Vostok, a browser designed to support both Russian and international security certificates without additional configuration.

From a Niche to a Full Stack

In the coming years, corporate and government users are likely to become the main market for solutions of this kind. On the mass consumer market, Russian developers will have to compete with foreign browsers not only on security but also on ease of use, performance, support for modern web services and ecosystem features. Still, the project's biggest potential lies in creating a specialized tool for secure digital interaction. That is the segment where Russian solutions could establish a durable niche.

Over the longer term, the development of secure browsers could become part of a broader effort to build an independent Russian technology stack. The success of such projects will depend on whether developers can deliver technological maturity, certification and ease of use.
