Getting a Digital ID in Max Messenger Becomes Easier for Large Families, Pensioners and People with Disabilities

In Russia, access to social benefits and public services is becoming easier to manage digitally. Citizens can now obtain an electronic ID used to confirm eligibility for social programs through Gosuslugi and the national messenger Max, expanding the reach of digital government services.

Russia has simplified the process of issuing digital identification for large families, pensioners and citizens with disabilities through the national messenger Max. Previously, activating a digital ID could require biometric verification. That requirement has now been removed. Citizens only need to confirm their consent through the Gosuslugi portal and the Max messenger.

Social Services Without Obstacles

Status confirmation for benefits and social services will be handled using a QR code. The digital ID will fully replace the paper version and can be used, for example, to enter cultural institutions free of charge or obtain discounted public-transport fares. Max users will gain faster access to social services and will no longer need to carry paper documents.

Government services are increasingly integrated into digital platforms, including the fast-growing messenger Max. In practice, the gradual formation of an ecosystem of government services is part of a broader digital-government trend designed to accelerate the country’s digital transformation and reduce administrative barriers for citizens.

Toward a Fully Digital Document System

The Gosuslugi portal already functions as a unified infrastructure for accessing public services, and digital documents are steadily replacing paper ones. In the future, other documents are expected to move into digital form as well, including benefit certificates, social cards, student IDs and similar credentials. The national messenger Max is expected to play a growing role in communication with government agencies, the delivery of benefits and notifications, and identity verification.

Using a single digital identifier for multiple services represents a promising direction for public-sector technology. Such an approach allows citizens to access government services with minimal effort. Over time, a digital ID framework of this type could also become an exportable model for countries with developing digital infrastructure, including members of the Eurasian Economic Union and the Commonwealth of Independent States. Its primary goal, however, is to simplify everyday interactions between citizens and the state.

Expanding the Digital Document Ecosystem

The development of a digital-document ecosystem in Russia began several years ago. In 2024, a pilot project launched through Gosuslugi to introduce a digital certificate for large families. The system allowed users to generate a digital document and present it through a smartphone. By October, the certificate became available in personal accounts on the portal and in the mobile app.

In 2025, digital IDs began to be used by pensioners and citizens with disabilities. These documents could be presented through the Max application. The latest policy change makes the service even easier to access.

One Key for Multiple Public Services

Russia is steadily reducing reliance on paper documents, positioning digital identification as the new standard. The Max messenger is increasingly becoming a central platform for communication between citizens and government institutions.

Simplifying procedures makes it easier to scale modern digital services and expand their user base. In the future, a unified digital identifier could combine multiple documents, social benefits, medical data and financial services. With a single digital ID, citizens could gain access to essential services without additional identity verification steps or repeated status confirmations.
