Digital Land Oversight Moves to a Mobile App in Dagestan

As part of the ongoing digitalization of public services across Russia’s regions, interaction between residents and government agencies is becoming more convenient and transparent. Dagestan now offers another illustrative example of this shift.

Digital Inspector

In Dagestan, Russia’s Federal Service for State Registration, Cadastre and Cartography (Rosreestr) is moving land oversight activities onto digital rails. As part of the republic’s broader digital transformation of public services, a mobile application called Inspektor (Inspector) is being rolled out to support interaction with citizens and applicants. In 2025 alone, more than 3,000 land oversight control measures were carried out, covering over 43,000 hectares of land. The application was also used to conduct more than 70 consultations, out of more than 400 consultations delivered by the regional office over the year. Citizen–agency interaction is structured as a three-step process via Gosuslugi, Russia’s national digital public services portal, with documents and photos uploaded directly from a smartphone.

The deployment of such an application marks a significant step in the digitalization of regional government oversight. It improves the accessibility and transparency of land supervision services while directly boosting enforcement efficiency. Digital workflows reduce bureaucratic barriers, speed up communication between authorities and citizens, and make regulatory processes more transparent. For residents, access to consultations, documentation and applications is simplified, and the overall oversight process becomes easier to understand and track.


Service Outlook

Initiatives of this kind are designed primarily for domestic use, making international deployment largely irrelevant. Within Russia, however, the service opens up broad development prospects. The most immediate priorities include expanding application functionality and integrating it with other digital government platforms. The service may also be linked with additional regional digital initiatives, such as the introduction of digital oversight systems in the construction sector.

Through the mobile application, Rosreestr staff can provide consultations to interested parties on issues related to state land oversight, as well as on mandatory requirements in geodesy and cartography. The application also allows oversight bodies to conduct control activities via video conferencing without traveling to sites, saving time for both inspectors and property owners

Dagestan’s digital transformation of government services is moving at full speed. A unified digital construction oversight system, GIS SN, has already been launched, automating supervision of building activity. Online maps of unauthorized construction have been introduced, providing public access to data on urban planning violations. The same mobile application has previously been deployed in other Russian regions and has received strong evaluations, particularly in the Republic of Bashkortostan.

These innovations are part of Russia’s broader effort to digitize public services nationwide. The number of digital platforms automating government functions continues to grow, their capabilities are expanding, and user adoption is increasing. Together, these developments improve the reliability and usability of public services while strengthening oversight and execution tracking.

Future Integrations

With the launch of the new application, Dagestan is taking a visible step toward digital government oversight. The service simplifies interaction between citizens and supervisory authorities, reducing the time and resources required for administrative processes.

In the near future, integration with geographic information systems and automated photo data analysis is likely, including map-based functionality. User numbers among land users and legal entities are expected to grow.


A logical next step would be synchronization with other digital oversight initiatives, such as construction and sector-specific supervision systems, ultimately moving toward a single digital hub for multiple forms of regulatory control.
