Two New Digital Services for Entrepreneurs Launched in Moscow Region

They allow users to assess the potential of different areas for business development and get information about government services and support measures with the help of artificial intelligence.

Digital transformation is reaching an increasing number of government systems. This also applies to programs that support entrepreneurs. Here, the focus is shifting from simply providing information to tools that help with decision-making. The change is being driven by the introduction of AI capabilities.

Decision-Making Support

The Moscow Region Ministry of Investment, Industry and Science recently announced the launch of two new intelligent services designed to support entrepreneurs. They can be used to assess the potential of different areas for locating business facilities and determine what types of government assistance are available.

The first service is called Geo-Sofiya. It is designed for entrepreneurs looking for sites for new projects or seeking to expand existing businesses. Geo-Sofiya can assess revenue and the number of transactions, transportation access and business activity, the number of legal entities and small and midsize businesses, the competitive landscape, and trends in business openings, closures and stability. The system can also compare up to five locations selected at the same time.

Geo-Sofiya also takes residents’ views into account when assessing the prospects for business development in specific areas. To do this, the Moscow Region portal Reshaem problemy vmeste (Solving Problems Together) collects suggestions from residents. Users can mark a location on a map and describe which specific goods and services are missing there. This information allows decisions to be made quickly based on an estimate of potential demand.

Step-by-Step Instructions

The second service is the intelligent assistant Dobrobot, available through the Moscow Region Portal of State and Municipal Services. It helps entrepreneurs find information about government support measures that may be relevant to their businesses.

Dobrobot does more than simply provide lists. It also explains what needs to be done to receive a particular type of assistance. The assistant quickly provides information on more than 120 services, including 40 services for businesses offered by the Moscow Region Ministry of Investment, Industry and Science. The system is powered by artificial intelligence, allowing it to be continuously improved as its data is updated with the latest information.

For businesses, services like these can be extremely valuable. They reduce the administrative burden and cut the time entrepreneurs spend searching for information. This is particularly important for small and midsize businesses, which often lack dedicated analytics teams and the resources to study the market before launching a new project.

Such platforms are equally important for government authorities. They provide data that can be used to build an investment map of the region. Ultimately, government agencies will be able to better understand entrepreneurs’ needs, identify promising areas for business development and target support measures more precisely.

The Technology Foundation Was Laid Several Years Ago

The Moscow Region government has been working systematically for several years to support businesses. In 2022, the region launched an updated Investment Portal. It gave users access to information about support measures, helped them select sites for locating businesses, submit applications and use digital services for interacting with the government. By 2024, the Moscow Region had begun building an ecosystem that brought together online services from the My Business center, the Investment Portal and tools for supporting companies. In 2025, the Moscow Region launched the Sofiya intelligent business assistant. In effect, it became the direct predecessor of the two services launched in the region recently.

The Moscow Region can now be considered one of Russia’s leading regions in digital transformation. It is developing full-fledged platforms that provide practical support for managing the economy. In the coming years, regional digital assistants are expected to evolve further, combining business consulting, analytics and support functions.
