Serial Production of High-Level Control Systems for Nuclear Power Plants Begins in Russia
Parus Elektro has launched serial production of "Intelligent Contour" hardware – high-level control systems for nuclear power plants and other energy and industrial facilities.

The system will provide centralized collection, processing and visualization of technological process data, giving personnel a unified interface for monitoring and controlling facility operations.
Product Line and Manufacturing Localization
Parus Elektro LLC is part of Rosatom's Automated Control Systems and Electrical Engineering Division. The company manufactures server and communications racks as well as automated operator workstations. Every product is equipped with uninterruptible power supplies of its own manufacture and computing hardware produced within Rosatom according to engineering documentation developed by RASU JSC. This increases the rate of localization.
The Intelligent Contour equipment is responsible for transmitting data between lower-level systems – including sensors, controllers and actuators – and dispatch centers where operators make decisions. The controllability of an entire facility depends on the reliability of this connection.
Using Russian-made uninterruptible power supplies and computing platforms reduces dependence on imported components. That is particularly important for critical information infrastructure facilities, including nuclear power plants.

What Are High-Level Systems?
High-level control systems are integrated hardware and software platforms that collect information from every subsystem of a power unit and present operators with a comprehensive view of plant status. They integrate data from lower-level process automation systems, including temperature, pressure, flow rate and neutron flux sensors, along with valve and gate position indicators.
Operators can view the real-time status of all technological systems and control them remotely. High-level systems also record every operator action and every equipment parameter, creating the records needed for subsequent analysis and investigations of abnormal events.
Technically, high-level systems are built around server complexes, automated operator workstations and a local computing network that connects every level of power-unit control. High fault tolerance is achieved through redundant servers, communications channels and power supplies.
Serial production of high-level control systems at Parus Elektro's facilities is set to provide the nuclear industry with Russian-made equipment for upper-level control systems while creating the foundation for upgrading existing power units and equipping new ones.

From Power Distribution to Process Control
The rollout of Intelligent Contour manufacturing builds on Parus Elektro's previous work in the nuclear industry. The company had already mastered production of low-voltage switchgear for nuclear power plants – equipment responsible for distributing electrical power throughout a station. It has now expanded its capabilities to include high-level control systems. As a result, the company is creating a comprehensive product portfolio that addresses both power distribution and technological process control.
The production line at the new workshop was designed according to Rosatom Production System standards, allowing manufacturing to be reconfigured for different equipment variants without additional capital investment. That flexibility is important because high-level control systems for different types of power plants and industrial facilities vary in configuration, channel count and interface requirements.

Pilot Results
Before launching serial production, Parus Elektro manufactured a pilot batch of equipment. The results showed a 25% reduction in production time and a 16% reduction in cost. Those gains were achieved through standardized designs and a higher share of in-house manufacturing operations.
A new batch of equipment will be shipped in the fall of 2026 to a testing facility for the required qualification trials. After successful testing, the equipment will be deployed as part of the modernization of the automated control system for Unit 2 at Kalinin Nuclear Power Plant. The project will become the first example of serial deployment of the Intelligent Contour at an operating nuclear power plant.
