Irkutsk Put on Russia’s IT Map as Government Eyes Scaling Local Tech
Officials and industry leaders are working to help regional IT companies expand beyond local markets and reach the national level.

Russia’s Deputy Prime Minister Dmitry Grigorenko held a meeting with representatives of the IT sector and regional authorities to discuss barriers to growth and steps to help companies scale and enter new markets more quickly. The meeting took place in the Irkutsk region with the participation of Tsifrovaya ekonomika (Digital Economy organization).
An Emerging IT Hub
More than 800 IT companies operate in the Irkutsk region, with 115 of them already accredited. The sector is showing steady growth: in 2024, total revenue reached 33 billion rubles ($~360 million), increasing by nearly one-third year over year.
The region is building a strong technology ecosystem. Companies are активно developing industrial automation, creating software products, and working in microelectronics and cybersecurity. Digital healthcare has also emerged as a key area, with new services designed for remote and underserved locations.
For Consumers and Industry
Among the implemented projects are technologies for industry, corporate services, and the public sector. Companies are developing data protection tools and domestic software solutions, as well as products aimed at end users.
For example, the service Aptekar (Pharmacist) launched a bot in the Max messaging app that helps residents in remote areas find and order medications from nearby rural health posts.
Industry Proposals
Participants in the meeting discussed support measures for the sector. Businesses highlighted the need for financial incentives and easier access to international markets. Particular attention was given to workforce development and retaining skilled professionals in the region.
The Irkutsk region is gradually becoming a notable IT hub. The next step is to accelerate growth and ensure that locally developed technologies gain traction nationwide.
