Roscosmos and Skolkovo to Create IT Cluster to Drive Space Industry
Russia’s state space corporation and its top innovation hub are teaming up to form a powerful technology cluster that unites IT firms and startups to accelerate progress in space technology.

Roscosmos and the Skolkovo Innovation Center have signed an agreement to jointly establish a specialized “Space Technologies” cluster designed to boost Russia’s aerospace innovation ecosystem. The document was signed by Dmitry Bakanov, head of Roscosmos, and Sergey Perov, Chairman of the Skolkovo Foundation.
The cluster will bring together a pool of private high-tech companies focused on developing practical solutions for the domestic space sector. These startups and IT developers will collaborate on technologies that strengthen Russia’s capabilities in satellite engineering, communications, and orbital data systems.
According to Bakanov, the new national program for space development includes numerous areas that require active participation from private industry—and Skolkovo’s experience in managing innovation makes it a natural partner.
Perov described the signing as “the foundation of a new stage of cooperation” and a significant step toward integrating government and private expertise.
The creation of the cluster is seen as a strategic move to reinforce Russia’s technological sovereignty in the space domain. Integrating Skolkovo startups with large-scale Roscosmos projects will accelerate the digital transformation of the country’s space industry. This partnership between state and private innovation represents a long-term investment in technological leadership and the strengthening of Russia’s position in the global space race.
