Russia Considers Building a New Digital Hub: 'IT City'
At Moscow’s national IT forum Digital Solutions, sector leaders voiced support for the creation of a specialized digital hub that would bring developers, startups, and high‑tech companies together on a single platform aimed at accelerating innovation.

A Unified Space for Collaboration
At the large‑scale Digital Solutions forum in Moscow, Elena Volotovskaya, head of Softline Venture Partners, proposed launching a dedicated IT hub named IT City—a space designed for collaboration, experience exchange, and hands‑on project development.
The idea received explicit support from Russia’s Minister of Digital Development, Maksut Shadayev, who agreed that such a platform is necessary. Preliminary discussions suggest that the hub could be located in the Moscow Region.
The initiative aims to unify developers, entrepreneurs, and innovators within a single digital ecosystem, providing an environment that supports interaction and accelerates practical work on advanced technological projects.
IT Parks as a Tool for Economic Growth
Russia already operates several major IT parks, including one of the largest in Tatarstan, along with specialized tech parks in various regions across the country. These hubs offer incentives and support measures for IT companies, directly influencing the expansion of the national digital economy.
During the forum, Prime Minister Mikhail Mishustin noted that within just six months, investment in fixed assets of the IT sector reached approximately $3,4 billion.
