Russia Launches Program to Train African Officials in Digital Governance

The initiative will equip public sector professionals from African countries with digital government skills

Higher School of Economics is set to launch a training program for specialists from African countries, aimed at building expertise in digital technologies for public administration. The initiative was approved by Prime Minister Mikhail Mishustin.

A Joint Program

The university will serve as the lead operator of a Russia–Africa knowledge transfer program focused on digital transformation in government, initiated by the Ministry of Digital Development with support from the Russian government. Training is scheduled to begin later this year, with nearly 99.5 million rubles (about $1.1 million) allocated from the federal budget.

Mutually Beneficial Cooperation

The program is part of a broader push to expand Russia’s digital initiatives in Africa. In March, Mikhail Piotrovsky, director of the Hermitage Museum, outlined a separate project to create an international digital archive of cultural heritage sites across Africa and the Islamic world. The three-year initiative has already received approval from President Vladimir Putin.
