Russia Proposes National Cybersecurity Standards for Drones

As unmanned systems scale toward mass adoption, regulators push to secure drone communication, navigation, and control against hacking and hijacking.

Russia is moving toward the creation of unified cybersecurity standards for unmanned aerial vehicles (UAVs). The initiative, introduced by GLONASS JSC and the Trusted Platform Association during the “Strong Ideas for a New Time” forum hosted by the Agency for Strategic Initiatives (ASI), aims to protect drones from unauthorized access and data breaches, according to the news outlet «Gazeta.ru».

The proposal focuses on safeguarding communication channels, navigation systems, software, and critical onboard components. As drones shift from experimental tech to commercial deployment, experts warn that cybersecurity risks — including control hijacking — are growing rapidly.

Currently, Russia lacks a comprehensive regulatory framework for drone cybersecurity. The initiators argue that proactive standards are essential to avoid costly breaches and loss of public trust.

The plan envisions a phased rollout, beginning with civilian drones before expanding to all UAV classes. A national identification platform, based on the state-run ERA-GLONASS system, is expected to anchor the new security framework.

Supporters say the move could mitigate digital threats and accelerate the integration of drones into the Russian economy.
