Muscovites Use Government App to Pay School Meals and Utility Bills

More than half a million users have downloaded the 'Gosuslugi Moscow' app in 2025, using it to manage everything from school attendance to pet vet visits.
Russians are increasingly turning to the mobile app “Gosuslugi Moscow” to access public services. According to the city’s Department of Information Technologies, the app has been downloaded more than 500,000 times since the beginning of 2025.
One of the most popular features is school-related monitoring. Parents use the platform to track their children's attendance and academic performance through a digital gradebook that displays test scores, class schedules, and homework assignments. They can also pre-order and pay for meals at school cafeterias and top up the “Moskvyonok” card used for cashless dining in educational institutions.
The app’s utility extends beyond schools. Users can submit utility meter readings and book veterinary appointments for their pets.
Since 2024, the platform has supported Russia’s Faster Payments System, enabling commission-free transactions for a wide range of public services, including housing and utility fees, extracurricular activities, kindergarten tuition, after-school care, and traffic fines.
Users can also browse local news and access an interactive map of the city—making Gosuslugi Moscow a centralized, evolving digital tool for everyday life in the capital.
