Russia’s Tax Service to Warn Marketplace Sellers About Violations Before Audits

Russia’s Federal Tax Service plans to alert online marketplace sellers to potential tax violations before launching formal inspections, with platforms expected to block vendors that ignore the warnings.

Federal Tax Service chief Daniil Yegorov has announced a draft law that would require marketplaces to pass tax-risk warnings on to sellers.

“The Federal Tax Service’s main goal is not to drag small businesses into burdensome enforcement procedures, but to warn them as early as possible about the risks we identify,” he said.

The agency already collects data from all major online platforms. Each seller is identified through its taxpayer identification number, while information on all sales is sent to the Federal Tax Service and compared against tax filings. If a seller operates across several marketplaces, the data is consolidated.

Lawmakers plan to submit the bill on blocking non-compliant sellers to the State Duma this autumn. Authorities would first restrict sellers’ operations and then block them until the violations are resolved.
