One of Russia’s Leading Digital Companies Signs a Strategic IT Partnership Protocol with the Government of the Democratic Republic of the Congo

A Strategic Partnership for Digital Sovereignty

Russian digital company Astra Group and the government of the Democratic Republic of the Congo have signed a protocol establishing a strategic partnership. The ceremonial signing was led by His Excellency Augustin Kibassa Maliba, Minister of Digital Economy of the DRC, and Nikolai Pryanishnikov, Chief Commercial Officer of Astra Group.

For the Congolese government, the agreement reflects a broader effort to strengthen national digital sovereignty, modernize infrastructure, and reinforce the security and privacy of state information systems.

Technology Integration and Knowledge Transfer

The partnership focuses on developing and integrating electronic document‑management systems, including secure and scalable platforms for centralized and distributed data storage. The agreement also outlines the supply and deployment of PCs, servers, and other hardware for national and regional government bodies.

Russian specialists will help build platforms for development, rollout, and technical support of Astra Group solutions. The collaboration also includes assistance in the legalization and registration of IT and service providers within the country.

Beyond infrastructure, the agreement covers the development and improvement of products of mutual interest, as well as workforce training. Government personnel will receive education in system design, software development, administration, cybersecurity, AI, blockchain technologies, and more. Both sides will exchange expertise, jointly advance public‑sector digitalization, conduct training sessions and internships, and develop specialized programs tailored for Astra Group’s technologies.

Framework Agreement and Long‑Term Vision

The document serves as a framework outlining both parties’ commitment to transparent and mutually beneficial cooperation. Specific project details, objectives, timelines, and financing parameters will be defined in subsequent agreements and will comply with confidentiality commitments.

“Today we signed a protocol on strategic partnership with the government of the Democratic Republic of the Congo and are beginning long‑term cooperation on creating and developing IT infrastructure built on Astra Group’s technology stack—from electronic document‑management systems and reliable centralized and distributed data‑storage platforms to cybersecurity and AI solutions, workforce development, and the creation of local competence centers. The estimated program volume will be no less than 100 million US dollars. It is a great honor for us to become a technological partner to one of Africa’s key nations, with a population approaching 112 million. The government’s decision to choose Astra Group confirms our maturity as a technology vendor and supports our ambition to expand international relations. We will apply all our expertise and solutions to strengthen this country’s digital sovereignty,” commented Nikolai Pryanishnikov, Chief Commercial Officer of Astra Group.
