Divo Platform Proves It Deserves the Highest Level of Trust From the Government
Divo is now officially approved for use in building secure information systems in government and corporate environments.

Demand continues to grow among large Russian companies for Enterprise Service Management (ESM) software platforms. These systems help coordinate the work of different business units, making effective information security especially important for such platforms.
All Key Modules Pass Security Testing
The Lukomorye ecosystem, part of Rostelecom, has received a certificate of compliance from Russia’s Federal Service for Technical and Export Control (FSTEC) for the Divo software platform. The platform is designed to manage services at large enterprises. Testing showed that its Divo Service, Divo Portal and Divo Mera modules meet information-security requirements for the fourth trust level. The platform can now officially be used to handle confidential information, including in secure systems for government and corporate environments where protecting processed data and meeting regulatory requirements are mandatory.
“Customers can use Divo in projects where software certification is required by technical specifications or regulatory documents. FSTEC confirmed that the Divo platform has built-in protection against unauthorized access to information that does not contain state secrets. The solution includes user identification and authentication, access control and security event logging,” Rostelecom’s press office said.

Rostelecom Uses the Technology in Its Own Infrastructure
Rostelecom itself also uses Divo in its infrastructure. The platform replaced several foreign service-desk systems and enabled centralized automation of internal tasks and processes. The deployment saves the company 169 million rubles (about $2 million) annually and significantly reduces labor requirements by 4.02 million person-hours. Today, 130,000 users and 10,000 service personnel use Divo. The platform manages 40,000 service subscriptions and processes about 7 million user requests each year.
“We considered it essential to build information-security requirements into the product’s architecture so that Divo could be used to digitize both standard IT processes and complex cross-functional operations in organizations with stringent information-security requirements,” said Arsen Blagov, CEO of the Lukomorye IT ecosystem.

The Market Is Demanding Mature Solutions
The emergence of a certified Divo platform shows that Russia’s ESM market is gradually moving beyond the urgent phase of replacing imported software toward the development of mature domestic products. These platforms also reflect global trends, as enterprises increasingly expect them to support a broad range of functions and use cases.
The exit of Western vendors from the Russian market in 2022 gave a major boost to the development of domestic business-process management systems. Throughout 2023 and 2024, developers steadily expanded the functionality of their platforms, and competition began to emerge among domestic products.

Security Requirements Are Set to Become More Stringent
To optimize processes, developers are adding artificial intelligence capabilities to their products. By 2025, Rostelecom’s own contact center was using AI to process up to 48% of incoming requests. Algorithms were also incorporated into other solutions. On one hand, this accelerated and reduced the cost of many processes. At the same time, it raised the security requirements for these systems.
Several factors are likely to shape the development of domestic ESM systems in the coming years. First, the need to replace imported software has not gone away, so the market is likely to see even more offerings, especially as the pace of digital transformation across businesses and government organizations continues to accelerate. At the same time, information-security requirements are expected to become more demanding. One likely direction is the emergence of a Russian segment of enterprise platforms that combines business-process management, analytics and artificial intelligence.
