New Era of Construction: Unified Competence Center to Digitize Russia’s Housing Market

Russia’s construction sector is getting a major digital upgrade as DOM.RF and the Ministry of Construction launch a dedicated Competence Center aimed at boosting efficiency across the industry.

The Competence Center for digital transformation in housing construction is designed as a multi-functional operator driving end-to-end digitization. It will support developers and regional authorities in digitizing the entire construction lifecycle, from centralized urban development planning to the operation of completed buildings.

One of the Center’s core objectives is to strengthen technological sovereignty in the sector. Its work will rely on domestic software, primarily DOM.RF’s existing platform Tsifrovoy kontrol stroitelstva (Digital Construction Control platform).

The company’s team will take a tailored approach for each region. That includes assessing digital maturity and delivering analytical reports with recommendations aligned to local conditions.

The ecosystem’s backbone and digital hub will be the portal EKSPERT.DOM.RF. The Center will build on DOM.RF’s extensive experience in end-to-end digitalization of the development cycle, combined with banking expertise, AI deployment, and information modeling technologies (TIM). These tools have already been tested across more than 2,500 construction projects, with over 50 full-scale digital transformation initiatives completed.

From Assessment to AI Generation

The launch of the Competence Center is more than the creation of another centralized structure. It marks a new phase in the sector’s digital transformation, with clearly defined parameters and implementation plans. As early as July 2026, the platform will significantly expand its dataset library, structured data collections used for analytics and machine learning.

By early spring 2027, proposals for new mechanisms to accelerate digital maturity across the industry are expected. Around the same time, users will gain access to new services. AI tools will support territory planning, apartment layouts within residential complexes, and other design decisions.

Laying the Groundwork

The launch of the Competence Center is the logical continuation of the construction sector’s digital transformation. In 2023, DOM.RF introduced the cloud platform Tsifrovoy kontrol stroitelstva (Digital Construction Control), enabling project management using TIM.

At the same time, regulatory groundwork was being developed. In 2024, rules governing the creation of information models for capital construction projects came into force. In 2025, the national standard “Unified Information Modeling System” was introduced. Together, these steps created both the regulatory and technological foundation for a unified digital service and the Competence Center.

More Than a Digital Service

The Competence Center is not just a benefit for developers and regional authorities. It is a mechanism that increases transparency and predictability in the construction market, reduces design-stage errors, and enables end-to-end oversight of the building process. The term “competence” is intentional: one of the Center’s roles will be workforce development, training professionals to use modern digital tools effectively. Training will be based at the DOM.RF Technologies Academy.

In the coming years, the construction sector is set to gain not only maturity assessments and benchmarking tools but also practical AI-driven solutions. The Center will offer developers applied tools built on the experience of one of Russia’s leading industry operators.

For the construction sector, within the federal project Novy ritm stroitelstva [New Rhythm of Construction - editorial note] under the national program Infrastruktura dlya zhizni [Infrastructure for Life - editorial note], priorities today include increasing labor productivity, shortening the investment and construction cycle, and attracting qualified personnel.
