Russia’s Tax Service Launches “Moi OKVED” to Simplify Business Registration
Russia’s Federal Tax Service has rolled out a new digital tool that makes business registration simpler and more accessible. The service is expected to expand further through integrations with electronic document management platforms.

A New Step in Government Digitalization
Russia’s Federal Tax Service has launched a new online service called Moi OKVED (My OKVED), designed to help users accurately select activity codes from the Russian National Classification of Economic Activities (OKVED) when registering a business or updating records in the Unified State Register of Legal Entities and Individual Entrepreneurs. The service works both for newly established companies and for existing legal entities and sole proprietors. Based on user input, it identifies the primary OKVED code and suggests additional ones where relevant.
The platform also offers so-called “package solutions” – preconfigured sets of OKVED codes for common types of business activity – and visualizes the results using infographics. In addition, it simplifies the preparation of official registration applications, including standard forms used for online company and sole proprietor registration.
The primary goal of the new tool is to improve access to business registration procedures and reduce errors when selecting activity codes. By automating this step, the service helps speed up registration and improves the overall quality of the Federal Tax Service’s digital infrastructure for entrepreneurs.

The launch of Moi OKVED forms part of Russia’s broader government services digitalization program. Improving the usability and efficiency of digital platforms for businesses is expected to support higher levels of entrepreneurial activity across the country.
Domestic Focus and Market Potential
At the current stage, the service is aimed at the domestic Russian market and at modernizing government services for local entrepreneurs. Exporting similar digital solutions to other countries is possible as a conceptual model – for example, for national business registration platforms – but in practice would depend on the legal and regulatory frameworks of individual jurisdictions.

Within Russia, however, the service has significant growth potential. Planned and possible developments include integration with the Gosuslugi public services portal and fully automated submission of registration applications. Additional features could include automated guidance on licensing and permit requirements associated with specific OKVED codes, as well as expanded analytics on the most popular activity codes among newly registered businesses and sector-level macrosegmentation.
By lowering the entry barrier to business registration and reducing errors in application forms, the service improves registration success rates and helps cut down on rejections and corrections caused by incorrectly selected activity codes.
A Logical Next Stage
In previous years, Rosstat and the Federal Tax Service introduced electronic services for registering sole proprietors and limited liability companies, as well as for obtaining extracts from official business registers online. These tools represented the first step toward modern digital business registration. The Federal Tax Service also expanded electronic services through taxpayers’ personal online accounts.
The OKVED classification itself has been updated several times and has become a foundation for digital code-selection services. Earlier tools for data verification on Gosuslugi were also introduced, but their functionality remained limited. The new service represents a logical extension of these earlier efforts.
Between 2023 and 2025, the Federal Tax Service expanded online business registration capabilities and automated form completion. Commercial and banking platforms – including small-business partner banks – introduced their own OKVED selection tools, but the new federal service standardizes this functionality at the government level.

Future Integrations
Moi OKVED represents an important step in digitizing and simplifying business registration in Russia. It improves the accuracy with which business activities are recorded in official registers and helps entrepreneurs avoid common registration mistakes. The service also lays the groundwork for deeper integration between Federal Tax Service systems and more automated interaction between businesses and government authorities.
It is already clear that the service will continue to evolve. Future updates are expected to expand analytical features related to popular business activities and automatically flag licensing requirements. API-based integrations with electronic document management platforms and business registration services are also likely. As the platform develops, online business registration in Russia is set to become even simpler and more accessible for entrepreneurs across all categories.
