Neural Networks Arrive in the Voronezh Regional Government
In the foreseeable future, Russia's public sector is expected to complete its transition to domestic digital platforms while retraining government employees to work effectively in a new AI-driven environment.

Regional authorities in Voronezh Oblast have begun preparing for the systematic adoption of artificial intelligence across government ministries. The initiative calls for defining performance criteria for AI solutions, considering the introduction of an experimental legal framework, and training civil servants to work with neural networks. Some AI tools are already operating within the region's public procurement system: automated services conduct preliminary document reviews, while a virtual assistant advises users and helps resolve technical errors. According to regional officials, the chatbot has reduced call center workload by 25%. Authorities also plan to automate the analysis of investment programs submitted by utility providers, a process that involves reviewing about 1,000 documents each year.
In practice, Voronezh Oblast is moving beyond standalone digital services toward a comprehensive policy for using artificial intelligence in public administration. That shift is expected to make consultations and government services more accessible to residents while helping officials make administrative decisions more quickly.

Final Transition to Domestic Software
The shift from chatbots and standalone virtual assistants to AI-powered decision support systems points to the technology's growing role in government. Neural networks are already being used at the federal level through a monitoring system for national projects and government programs, where an AI model analyzes activities and performance indicators to identify risks that implementation targets may not be met. The continued expansion of these capabilities aligns with the objectives of the Natsionalnyy proyekt "Ekonomika dannykh i tsifrovaya transformatsiya gosudarstva" (Data Economy and Digital Transformation of the State national project).
In the future, Russian platforms for analyzing government programs, procurement documentation, and citizen requests could also find demand in CIS countries and other nations pursuing digital transformation in public administration. For now, however, the priority is to build secure infrastructure, complete the transition to Russian AI models and software, and preserve human accountability for final government decisions. Another key task is workforce retraining. Voronezh authorities already plan to assess which professions and public-sector positions are likely to be affected most significantly by the growing use of neural networks.

Technology Reaches Every Region
In 2022, Russian President Vladimir Putin called for the widespread adoption of artificial intelligence across the economy, the social sector, and public administration, while urging other regions to build on the experience of Moscow and Moscow Oblast. The following year, Moscow Oblast began using AI to automate inspections of bus fleets, including the detection of body damage, broken windows, and corrosion.
Regional AI strategies are now beginning to take shape across the country. In 2024, Lipetsk Oblast discussed the use of AI technologies in public safety, social services, healthcare, public service delivery, and the management of state-owned land and property. Moscow had already deployed similar technologies in transportation, including the launch of the Aleksandra transport chatbot in 2025. That same year, the federal government integrated AI into the monitoring of national projects and government programs. Between 2025 and the first half of 2026, every Russian region introduced artificial intelligence in one form or another.

AI's Next Frontier: Social Services and Utilities
From a practical standpoint, the fastest benefits from AI are likely to come through automating document management, procurement procedures, citizen request processing, and the analysis of government programs. Over the next several years, Voronezh Oblast is expected to introduce additional virtual assistants, analytical systems, and forecasting tools. If pilot projects prove successful, those solutions could be expanded to municipalities, social service institutions, utilities, and transportation.
At the same time, protecting personal data, maintaining algorithmic transparency, and requiring human review of AI-generated recommendations remain essential. AI technologies are becoming an effective tool for automating routine operations and preparing management decisions, but they are not expected to replace civil servants in the foreseeable future.
