Yakutia's "Obrashchaysya" Platform Debuts in DPR, Bringing AI to Citizen Services

An AI assistant is set to help process residents' requests in the Donetsk People's Republic (DPR). Over time, the platform is expected to become a routine working tool for government agencies.

The DPR Ministry of Digital Development has tested the Obrashchaysya (Request It!) standard information system received from the Republic of Sakha (Yakutia). The platform includes an AI assistant that helps process citizens' requests, prepare draft responses and regulatory documents, and explain legislative provisions. After being adapted to regional requirements, the system is expected to be deployed across additional government agencies in the republic. By transferring a proven digital solution from one Russian region to another, authorities avoided the need to develop an entirely new platform from scratch.

The platform is expected to accelerate the digital transformation of public administration in the DPR. Reducing routine workloads for government employees is perhaps its most immediate benefit. More broadly, however, projects like this also demonstrate how Russia is moving toward standardized digital tools for government operations across multiple regions.

Citizen Requests, Not Staff Shortages

The system can be integrated with regional electronic document management platforms, regulatory databases and citizen feedback channels. Once connected, the AI will be able not only to generate draft responses but also to classify requests, identify recurring issues, determine the urgency of incoming inquiries and produce analytical reports for agency leadership. That is why Obrashchaysya is already positioned as an AI assistant for state and municipal employees. The platform is expected to be particularly valuable where staffing shortages limit administrative capacity. The solution could also be deployed in other Russian regions and adapted for use in CIS countries.

11 Regions Already Use Yakutia's Platform

Yakutia launched its AI-powered digital assistant AITA back in 2021 to receive and recognize voice requests from citizens. Even then, regional officials said they were ready to share the technology with other Russian regions. Another notable example of generative AI in government came in 2023, when GigaChat was introduced in the Moscow Region to assist with processing citizens' requests. In 2024, AI was also used to process questions submitted for the Russian President's annual Direct Line event. The system analyzed massive volumes of submissions by converting audio and video messages into text. That capability was expanded in 2025, when the platform also began identifying which government agency should receive each request.

That same year, the Obrashchaysya platform began expanding well beyond Yakutia. As of 2026, it is already operating in 11 Russian regions.

Routine Work for AI, Final Approval by People

The platform's greatest strength lies in how quickly it can be adapted to local legislation and the organizational structure of regional authorities. Russia is rapidly moving beyond isolated pilots and experimental deployments toward broad implementation of AI services across government. Proven digital solutions are now being introduced and customized for different regions at an accelerating pace.

In the near future, the platform is expected to be integrated in the DPR with regional electronic document management systems and citizen feedback services. Once that happens, it will be able to identify recurring issues, whether they involve public utilities, social services or administrative matters.

Over time, AI assistants of this kind are expected to become standard workplace tools for public servants at every level of government and across all Russian regions. Even so, final documents should continue to be reviewed and signed only by authorized officials.
