Rosatom Plans Transarctic Transport Corridor Development Through 2040

State Atomic Energy Corporation Rosatom has presented a comprehensive financial model for developing the Transarkticheskiy transportnyy koridor (Transarctic Transport Corridor).

The document sets out the parameters for multibillion-dollar investments in port infrastructure and detailed cargo-flow forecasts through 2040. The model provides a basis for coordinating the efforts of the government, Rosatom and private businesses.

10 Trillion Rubles for Investment

The financial model divides the required investment into two consecutive stages. The first runs through 2030 and calls for 5 trillion rubles (about $57.8 billion) in funding. The money will go toward building core transportation infrastructure, dredging and upgrading the auxiliary fleet.

The second stage covers the following five years, from 2030 to 2035, when another 5 trillion rubles (about $57.8 billion) is planned for large-scale development of the Arctic corridor. That brings total planned financing to 10 trillion rubles (about $115.6 billion).

A significant share of the funding will go toward building and extensively modernizing Arctic ports. The infrastructure will include modern terminals for loading liquefied natural gas, oil, coal and solid minerals. Multifunctional logistics hubs and vessel repair facilities will also be built.

The investment will also support critical services that accompany the transportation network. These include emergency and rescue centers, satellite communications systems and a network of weather stations. The financial model will allow federal program plans to be coordinated with the interests of private investors.

Cargo-Flow Growth Scenarios

The second part of the financial model contains detailed calculations of transportation volumes. It presents two development scenarios for the transport corridor, a baseline case and an optimistic case. The strategic planning horizon extends through 2035 and 2040.

Under the baseline scenario, the target is 110 million to 150 million metric tons of cargo by 2035. New industrial projects in the Arctic Zone of the Russian Federation will account for this volume. Key growth drivers will include the launch of new phases at hydrocarbon fields and increased production of nonferrous metals.

The optimistic scenario assumes even faster growth in the freight base. It factors in the launch of additional export-oriented production and a large-scale expansion of transit traffic. The Transarkticheskiy transportnyy koridor cuts the sea route between Asia and Europe by nearly one-third compared with the traditional southern route through the Suez Canal.

Higher cargo volumes will have a direct effect on the economies of northern coastal regions, creating new jobs and supporting the development of social infrastructure in Arctic cities and settlements. Industrial companies will also gain a reliable route for moving finished products to global markets.

Digital Environment and Route Management

Safe, year-round shipping at high latitudes requires advanced information technology. Rosatom is actively developing a digital twin of the Severnyy morskoy put' (Northern Sea Route). The platform combines large volumes of real-time data on ice conditions, weather and the precise movement of vessels.

The system automatically maps optimal routes for ships. Its algorithms account for ice thickness, current speeds, iceberg drift and the technical characteristics of individual vessels. This helps operators save expensive fuel while significantly reducing the risk of hull damage.

The digital infrastructure includes secure satellite communications channels and new navigation stations. They provide continuous telemetry exchange between vessel captains and shore-based control centers. Operators receive a complete interactive picture of conditions along the entire Transarkticheskiy transportnyy koridor.

Predictive analytics helps forecast severe weather conditions in advance. Artificial intelligence analyzes historical climate data and fresh satellite imagery. This allows crews to be warned ahead of approaching storms or the formation of dangerous pressure ridges.

Nuclear Icebreaker Fleet Development

The ambitious cargo-transportation plans cannot be achieved without a powerful icebreaker fleet. The government and corporations continue serial construction of a new generation of nuclear-powered icebreakers, including Project 22220. At the same time, work is advancing on the high-powered Lider-class nuclear icebreaker. It will be able to independently break a wide channel through ice more than four meters thick, enabling year-round escort of large commercial vessels through the challenging eastern sector of the Arctic.

In addition to icebreakers, Russian shipyards are building specialized transport vessels. Arc7 ice-class tankers, LNG carriers and container ships are being designed to operate independently in extreme conditions. Their reinforced hulls and powerful engines reduce dependence on continuous icebreaker escorts.

The Transarctic Transport Corridor should integrate Russia into a new global logistics architecture, give a new dimension to our country's participation in the international division of labor and international cooperation, and help attract partners
