Russia’s Digital Ruble to Streamline Welfare Payments and Boost Financial Transparency

Russia is moving forward with the nationwide rollout of its digital ruble, beginning with social benefits and capital construction financing. According to Sergey Romanov, director of the Budget Methodology Department at the Ministry of Finance, the government plans to use the digital currency for a limited set of expenses starting in 2025.
The goal is to enhance transparency in public spending, reduce the risk of misused funds, and accelerate the distribution of state support to citizens. Officials aim to finalize the list of eligible budget categories for digital ruble transactions by August 2025. Meanwhile, the Central Bank and commercial banks are developing the infrastructure to ensure uninterrupted digital currency operations.
Beginning September 1, 2026, all financial institutions in Russia will be required to support digital ruble transactions, including QR code payments. Experts say this marks a significant step in simplifying financial processes across the country. In the long term, the digital ruble could lower costs for both the state and its citizens.
