Russia May Launch a National Alert System for Data Breaches

A new proposal would warn users through the government’s digital services platform if their personal data leaks online.

At the Finopolis 2025 forum, Anton Ivanov, Chief Technology Officer at Kaspersky Lab, proposed creating a national service that alerts citizens when their personal information from online platforms has been compromised. The system could appear as a notification when logging into the state’s digital portal, Gosuslugi, giving users real-time updates about potential data leaks.

Ivanov noted that once private information leaks online, it cannot truly be erased. However, timely notification would give users a chance to change passwords, protect accounts, or prepare for potential phishing attempts.

Cybersecurity at the State Level

According to Ivanov, similar alert systems already exist in the commercial sector, but integrating one into a government platform could dramatically increase user awareness and public resilience to cybercrime.

He emphasized that data leaks often occur regardless of individual caution — many result from large-scale cyberattacks targeting corporate or public databases. For that reason, developing a nationwide breach-notification system has become a necessity.

If implemented, the initiative would mark a new phase in Russia’s approach to digital security — one where proactive protection and public education stand at the core of state cyberdefense policy.
