In Russia, Neural Networks to Identify and Penalize Paid Parking Violations

A new AI-based system will recognize license plates and detect parking rule violations.

Starting April 1, Chelyabinsk will begin testing a monitoring system for its paid parking zones. Compliance checks will be handled by vehicles equipped with neural network modules capable of recognizing license plates.

Specially outfitted patrol cars with onboard computing units powered by neural networks will monitor city streets. The system will automatically scan license plates only within designated parking areas. To operate on narrow streets, the vehicles are equipped with two cameras, infrared projectors, and tablets for operators. Patrol routes will run in cycles, and all recorded data will be transmitted to a server in real time.

The Chelyabinsk city administration’s press service explained: “If a vehicle has been parked for more than 15 minutes, the system checks whether payment was made. The information is processed the following day, after which an operator reviews it and forwards it to an administrative commission, which makes the final decision.”

In other words, the neural network performs the initial analysis, while the final ruling remains with a human authority.

Mobile and Fixed Systems

The city is also installing stationary video enforcement cameras, with installation having begun last fall. In the first phase, more than 1,500 paid parking spaces in the city center will become operational.

While the system is operating in test mode, there are no time limits imposed on motorists. The full launch of the paid parking system is scheduled for June 1.

The project combines video surveillance, server-side data processing, and neural network algorithms. In effect, it creates a digital management framework for the city’s parking infrastructure.
