Moscow’s Social Treasury has introduced an AI-powered system to process subsidy applications, reducing the review time from two days to about an hour. The system, integrated into the city’s mos.ru portal, automatically analyzes both electronic and scanned handwritten documents to verify completeness and compliance with program requirements.
AI at Every Stage
Once the documents are verified, the AI automatically generates a preliminary approval. If discrepancies are found, the application is flagged for further human review, with employees only needing to confirm the final decision.
Rakova added that the city plans to expand AI’s role across all stages of subsidy distribution. The approach is expected to speed up processing even further — and eventually extend to other social services, making the system a model for how automation can streamline urban governance.
