Business to Gain Direct Access to Government Registries

Russian businesses will gain direct access to valuable information maintained by government agencies. Automated data exchange through APIs will give digital platforms and banks access to key records held by the Federal Customs Service, the Federal Tax Service, and Rosreestr.

A few days ago, Deputy Prime Minister Dmitry Grigorenko approved a roadmap outlining the phased integration of government registries. The plan was developed jointly by Mintsifry (Ministry of Digital Development, Communications and Mass Media) and the Association of Big Data (ABD), whose members include Sber, VTB, Yandex, Avito, and other major market participants.

Greater Convenience for Businesses and Citizens

Companies will be able to automatically obtain data on vehicle customs clearance within the Eurasian Economic Union (EAEU), expanded extracts from the Unified State Register of Legal Entities and the Unified State Register of Individual Entrepreneurs, copies of corporate founding documents with the legal entity's consent, and detailed information on real estate assets. At the same time, businesses will not receive broader access to citizens' personal data. The transition to automated data exchange is scheduled for 2026 and 2027.

For banks, marketplaces, and platforms operating in the automotive and insurance sectors, direct access to government databases is expected to improve both the speed and quality of customer service. Automotive platforms, for example, will be able to automatically verify a vehicle's customs clearance by VIN, reducing the risk of purchasing improperly imported cars. Banks will be able to perform corporate scoring and compliance checks in real time, dramatically accelerating account opening and financing decisions. Insurance companies, meanwhile, will be able to verify customer information more efficiently, significantly reducing fraud. Together, these capabilities will make digital services more convenient for citizens.

Modernizing the Infrastructure

To make the initiative fully operational, existing automated information systems will require technical upgrades, including the Unified Automated Information System of the customs authorities. Both businesses and government agencies will also need to transition to an open API model, which uses secure gateways for system-to-system data exchange and has been promoted consistently by the Bank of Russia for several years. That shift is creating demand across Russia's IT sector for interoperable software capable of connecting different organizations through common standards. It is worth noting that sectors considered critical to national security are permitted to use only Russian-developed software included in the unified register maintained by Mintsifry.

A centralized consent management platform based on Gosuslugi (State Services portal) could become a key element of the overall architecture. There, individuals and legal entities will be able to grant, review, and withdraw consent for sharing information about themselves. The Bank of Russia and Mintsifry are jointly developing the platform.

A Digital Profile as the Foundation

Russia's digital profile framework serves as the foundation for the development of both government and commercial digital services by consolidating key information on individuals and legal entities. For businesses, the digital profile mechanism has been implemented on the infrastructure of the Federal Tax Service since 2024. That same year, the government launched the Edinaya tsifrovaya platforma "Natsionalnaya sistema prostranstvennykh dannykh" (Unified Digital Platform "National Spatial Data System", NSPD), a nationwide geospatial information system containing data on land plots, real estate, infrastructure, and other assets across every region of the country. By 2025, more than 120 data-provider information systems had been integrated with the platform. Together, these systems provide a reliable foundation for automating interagency data exchange, ultimately giving banks and digital platforms access to information maintained by the Federal Tax Service, the Federal Customs Service, and Rosreestr.

Building a Trusted Data-Sharing Ecosystem

The approved roadmap marks Russia's transition from isolated agency portals to a unified infrastructure in which commercial applications interact directly with government systems through secure API gateways. During the first stage, the most visible impact is expected in the real estate, used-car, and business banking markets. The new capabilities will be integrated seamlessly into familiar banking apps and marketplace interfaces, helping customers receive services more quickly.

If implemented successfully, the project will lay the foundation for a trusted data-sharing ecosystem spanning logistics, construction, and e-commerce, creating a mature digital economy environment in Russia.

The areas where the platform economy is expanding are not always obvious. Meanwhile, they show that new services and opportunities are spreading across a growing range of sectors, and the potential of the platform model is far from exhausted.
