Digital Ruble: Chuvashia to Pilot Social Payments First in Russia

Chuvashia is among the first regions where new technologies for distributing social payments in digital rubles are being actively developed and deployed as part of a pilot project.

Russia’s economy is preparing for the large-scale rollout of the digital ruble. The transition will take place in stages, ultimately introducing a full-fledged third form of national currency alongside cash and non-cash payments.

The new payment instrument will be used for budget disbursements, benefits and subsidies, making these transactions instantaneous and secure.

Test Scenarios

A nationwide launch of the digital ruble is scheduled for September 1, 2026. The country’s economic infrastructure is already largely prepared for the reform, with controlled testing now underway.

The Chuvash Republic is one of the first regions to begin practical preparations for using the digital ruble in regional payments. The republic’s Ministry of Finance has developed test payment scenarios and is finalizing a mechanism for social benefits to support large families purchasing school and sports uniforms. Regional authorities also plan to use the digital ruble to subsidize milk producers.

Although the new form of currency has not yet been officially launched, Chuvashia is building the infrastructure and operational model for its future use in the public sector nationwide. Over time, most social benefits could be paid into digital wallets, reducing transaction losses and improving oversight of public funds, while preventing misuse.

Future of Social Payments

In the near future, pensions, salaries and benefits will be issued in digital form. Funds will be held directly on the Central Bank platform, while citizens will manage them through their bank applications. Introducing a third form of national currency is expected to reduce processing times, improve transparency and strengthen security, including protection against fraud. As early as 2023, Russia’s Finance Minister Anton Siluanov highlighted the advantages of using the digital ruble for social payments. The system can help ensure funds are used as intended, for example preventing child benefits from being spent on alcohol.

Chuvashia’s experience could be adopted by many regions, while the most successful pilot models for digitizing public finance could later be scaled nationwide. More than 9,000 citizens and over 1,200 companies are currently participating in digital currency pilot testing. This marks a strategically important step for both the IT sector and the broader economy.

Financial experts say Russia could eventually export its platform solutions for CBDCs, particularly to countries in the Eurasian Economic Union and BRICS.

From Concept to Implementation

The transformation of core economic processes began with the Central Bank’s concept for introducing a new form of money, published in April 2021. As part of this effort, the digital ruble platform was developed, a legal framework was established and in August 2023 the Central Bank began testing transactions with real digital rubles among a limited group of banks and customers. Later that year, testing expanded beyond banking operations to include selected types of government spending.

To reduce risks and address technical challenges, the pilot project was expanded in September 2024 with additional participants.

In 2025, Chuvashia was designated as a testing region specifically for digital ruble use in social payment scenarios. The republic is developing the necessary technological solutions. Three pilot areas have been identified: payments to large families for school and sports clothing, nutrition benefits for pregnant women, nursing mothers and children under three, and subsidies to partially reimburse costs for milk producers. Large-scale digitization of social payments is expected only after July 1, 2027. By that time, the mechanisms tested in Chuvashia will be refined and ready for nationwide deployment.

Regional Experience to Be Scaled

This year, the digital ruble is expected to evolve from a conceptual unit into a practical payment instrument. Russia is actively developing mechanisms to integrate the new form of currency into real-world budget and social systems.

Chuvashia’s experience will help identify and address risks and technical gaps in using the digital ruble for distributing public funds. Based on these results, authorities will decide whether to expand the pilot to other regions. If testing proves successful, the use of digital rubles in budget operations could improve transparency and accountability in social benefits and subsidies, while reducing corruption risks.

The digital ruble is built on two main principles: low cost and control. Banks have historically earned revenue from fees and have been reluctant to give up that income due to faster payment systems. Transfers in digital rubles, however, will be free for individuals and very inexpensive for businesses. This matters for economic growth. For the public sector, it is critical that budget funds are used strictly for their intended purpose. For example, child benefits should not be spent on alcohol or cigarettes.
