Voice AI Assistant Streamlines Construction Waste Removal in the Moscow Region

In the Moscow region, the service for legal construction waste removal has moved to a new stage. Requests submitted via the 122 hotline are now handled not by a human operator, but by artificial intelligence.

The AI assistant “Vyvoz Stroyotkhodov” (Construction Waste Removal) has been in operation since the beginning of 2026. Residents no longer need to wait on hold to submit a request. The initial workflow remains the same: callers dial 122 and select extension 7, the system answers instantly, asks clarifying questions about the volume and type of waste, and then automatically generates a request.

The system operates 24/7. If users prefer to complete the process themselves, the voice assistant directs them to alternative channels – the Dobrodel (Good Deeds) mobile app or the regional public services portal.

The use of the AI assistant addresses two challenges at once: reducing pressure on call centers and encouraging residents to file legal requests, especially those previously discouraged by administrative complexity.

The new workflow has already demonstrated measurable results. Since launch, the system has processed 2,000 calls, with more than 100 resulting in completed service requests. Beyond saving residents time, the assistant improves transparency in construction waste handling by routing materials to licensed carriers rather than allowing them to be dumped at container sites or in undeveloped areas. This delivers clear environmental benefits and reduces illegal dumping.

From Pilot to Standard: Building a Digital Waste Management Loop

The success of the voice assistant marks only the first phase of a broader digital transformation. Its deployment, along with other algorithmic tools, shifts these systems from simple communication channels into a fully integrated digital loop. This enables end-to-end analytics that track waste flows from request creation to delivery at processing facilities in real time.

The service can be integrated into a broader digital oversight ecosystem by connecting it with environmental and construction supervision databases. This would strengthen enforcement against unlicensed carriers and improve detection of illegal dumping sites.

Service Evolution

The introduction of the voice AI assistant effectively completes the evolution of this service in the Moscow region. In July 2024, the 122 hotline first enabled Construction Waste Removal requests through live operators. By December of the same year, the service became available via the Dobrodel mobile app. Residents could also submit requests through the stroiotkhody.rf portal.

By February 2025, usage data showed that all these digital channels were widely adopted, with hundreds of requests submitted. At the same time, the phone line remained the most popular channel, making it clear that automation at this point of entry was necessary.

Technology Serving Cities: Looking Ahead

The rollout of the “Vyvoz Otkhodov” voice assistant is not just another technology upgrade but a direct response to user needs. For many residents, phone-based interaction remains the most accessible and intuitive option, and digital tools have significantly accelerated and simplified the request process. The project’s strength lies in its practical focus: here, AI is not experimental but a tool addressing a persistent urban issue.

Looking ahead, additional dialogue scenarios and the ability to track request status are expected. The approach is also likely to be extended to other regions of Russia where similar Construction Waste Removal systems are being deployed. More broadly, this development will raise standards across the waste management system, making it more intelligent and improving the efficiency of urban services.
