Russia Moves Civil Registration Services Online

The Yamal-Nenets Autonomous Okrug’s digital solutions for vital records have been recognized as some of the best in the country, setting a model for other regions.

The Yamal-Nenets Autonomous Okrug’s experience in digitizing its civil registration services has been highly praised at the federal level. At a nationwide conference in Salekhard, the region’s IT department was commended by Russia’s Ministry of Justice and the Federal Tax Service for its proactive work and innovative solutions. Yamal’s approach will now serve as a model for other regions.

The large-scale conference brought together government leaders from across Russia. Konstantin Oboltin, Deputy Governor and Head of the Department of Information Technology and Communications, noted that Yamal’s civil registry service ranks among the leaders nationwide in registering vital records through the “Gosuslugi” super service portal. This means residents are actively embracing digital tools to handle life events such as registering births, marriages, or deaths without paper applications or long waits.

The three-day conference focused on key areas of service development. Hosting the federal event in Salekhard—the northernmost venue in its history—underscored that digital transformation is succeeding even in Russia’s most remote and logistically challenging regions. Yamal’s success demonstrates that modern technologies can deliver high-quality public services to all citizens, regardless of location. Experts argue that this achievement is not only important for Russia but also sets an example for the global push toward effective digital governance.
