Russia Rolls Out AI to Vet Construction Projects
Moscow’s AI-powered “Digital Standards Control” has expanded nationwide, with pilot testing now running across nine Russian regions.

The interregional rollout of AI for reviewing construction documentation began in summer 2025. The system was developed by the Center for Artificial Intelligence in Urban Planning, based in Moscow.
According to Vladislav Ovchinsky, Moscow’s Minister and head of the Department of Urban Development Policy, the AI service automates the complex process of checking project documentation for compliance with building codes. This reduces the human factor, minimizes risks of error, and shortens approval timelines.
The launch of “Digital Standards Control” introduces a new framework for ensuring the quality and safety of construction. In 2025, Russia plans to build more than 100 million square meters of housing — 4% more than the previous year.
