Russia Pilots AI System to Accelerate Construction Document Reviews

A new digital platform powered by artificial intelligence is helping Russian engineers cut construction review times in half.

In the Republic of Dagestan, state project evaluators have begun using an AI-based system called Digital Norm Control to automate the review of construction documentation. The system, developed to boost efficiency in the building sector, promises to reduce the duration of project approval processes by up to 50 percent, according to a report from RIA Dagestan.

The republic’s Ministry of Construction said the platform has already been tested and has demonstrated high effectiveness. It uses artificial intelligence to scan plans, detect errors, and verify compliance with regulatory standards—covering as much as 80 percent of all relevant code constraints.

The automation not only streamlines the work of human experts but also accelerates approval cycles for developers and construction teams.

If successful, the pilot in Dagestan could serve as a model for wider adoption across other regions of Russia, further advancing the digital transformation of the country’s construction sector.
