Russia to Digitize Administrative Procedures in Construction and Housing

The government has approved digital transformation plans for two more sectors of the economy through 2030.

The Russian government has approved a digital transformation strategy for the construction and housing and utilities sectors through 2030, the cabinet’s press service said. One of the key goals of the updated strategic plan is to modernize administrative procedures by shifting them to industry-specific digital platforms.

According to the government, the use of building information modeling technologies in capital construction could raise the share of positive state reviews of construction documentation by up to 95 percent.

On the GosTech platform, regions will gain access to specialized information systems and unified cross-sector solutions. The same platform will host the Upravleniye stroitelstvom (Construction Management) and Obekty kommunalnoy infrastruktury (Utility Infrastructure Facilities) platforms, which are intended to move administrative procedures into electronic form.

The Gosuslugi Dom (Public Services Home) application will add an information system to help monitor major apartment building renovations and simplify the process of holding homeowners’ meetings through electronic voting.

Earlier, the government approved a digital transformation strategy for the fuel and energy sector through 2036. The plan aims to accelerate the transition of Russia’s energy complex to a new technological level using domestically developed software.

In particular, fuel and energy companies and organizations will participate in cybersecurity stress tests designed to identify vulnerabilities and develop recommendations for protecting critical information. A dedicated industry testing ground, scheduled to be created by the end of 2027, will host trials of artificial intelligence technologies and other digital solutions in the energy sector.
