In Moscow, Smart Cameras Begin Monitoring Construction Waste Removal

AI-powered cameras identify trucks and analyze cargo to detect illegal disposal of construction debris.

A total of 220 roadside cameras operated by Moscow’s Traffic Management Center now detect violations related to the removal of construction waste. The Moscow Department of Transport and Road Infrastructure Development confirmed the rollout to IT Russia.

According to the department, the cameras use neural networks to recognize freight vehicles and analyze the contents of their cargo beds. If the system determines that a truck is carrying construction debris, it automatically initiates a check in AIS OSSIG – Automated Information System for Construction and Demolition Waste. The platform was created to track waste transportation and verify the legality of disposal. If the truck is not registered in the system, the camera flags a potential violation, and the signal is automatically transmitted to the Department of Environmental Management. Specialists there then decide whether to issue a fine.

Environmental Oversight

Deputy Mayor of Moscow and head of the Department of Transport Maxim Liksutov said the city continues to upgrade its traffic photo and video enforcement system and develop transport infrastructure. The modernization plan runs through 2030.

“The number of cameras capable of detecting violations related to construction waste removal has increased. They are installed along carrier routes and help transmit data promptly to the Department of Environmental Management. This improves oversight in the waste management sector and supports a healthier urban environment,” Liksutov said.
