T Plus Proposes Using CHP Plants to Power Data Centers

The company has submitted the proposal to Russia’s Energy Ministry.

Representatives of T Plus have proposed that the Ministry of Energy use underutilized capacity at combined heat and power (CHP) plants to supply electricity to data centers. The initiative calls for building data centers directly on CHP plant sites. According to the company, the approach would make better use of the country's existing power generation capacity to support the expansion of high-performance computing and other digital infrastructure.

Under the proposed model, a data center would operate as a controllable, lower-priority electricity consumer. The power system's needs would be met first, with the data center using interruptible power when excess capacity is available. According to the company, the regulatory framework needed to implement such an approach is already in place.

The proposal also identifies regions considered well suited for the project. Within Russia's Central Federal District, these include the Vladimir, Ivanovo, and Nizhny Novgorod regions.
