Altai Student Proposes Blockchain System for Transparent Tax Distribution
A participant in the 16th International Conference on Transforming Socioeconomic Development Models proposed moving intergovernmental tax allocation onto distributed-ledger technology. The idea is intended to eliminate accounting errors and make public financial flows fully transparent.

Kristina Pavlova, a student at the Altai branch of the Financial University under the Russian government, developed a concept for a blockchain platform that would automatically distribute tax revenues between federal, regional, and local budgets without distortions or manual intervention.
The conference brought together more than 200 participants in both in-person and online formats. Attendees included representatives from Kyrgyzstan, Kazakhstan, Azerbaijan, Belarus, and more than 30 Russian regions. One of the central topics was labor shortages, particularly in rural areas.
Nadezhda Kapura, head of the Altai region’s labor and employment administration, said a nationwide employer survey is currently underway to identify the most in-demand skills over the next seven years. The results will be used to adjust educational programs and university enrollment plans.
