Cybersecurity Emerges as a Major Economic Driver in Russia

The sector generates trillions in economic impact, far exceeding its market size

In Russia, the cybersecurity industry is no longer just about protecting companies from attacks – it generates up to 5.3 trillion rubles (about $58 billion) for the economy. Each ruble invested produces an estimated 12 rubles in economic impact.

The Multiplier Effect

Analysts from the Cyberus Foundation and the Stolypin Institute for Growth Economics estimate that cybersecurity contributes between 3.6 trillion and 5.3 trillion rubles (about $39–58 billion) to GDP, or roughly 2% of the country’s total output. At the same time, the market itself is valued at 374 billion rubles (about $4.1 billion).

This implies a multiplier effect of x12: every ruble spent on cybersecurity returns twelve rubles to the broader economy. Businesses increasingly view cybersecurity not as a support function but as a tool that directly impacts operations.

15 Years of Growth

Over the past 15 years, Russia’s cybersecurity industry has expanded 23-fold. In 2011, the market was valued at 16.5 billion rubles (about $180 million), compared with 374 billion rubles today. Researchers attribute this growth to the increasingly systemic nature of cyber threats, which require continuous attention.

The main risks for enterprises have remained largely unchanged over the past four to five years: malware, social engineering, and software vulnerabilities. Addressing these threats has moved beyond individual IT departments and become a strategic priority.
