Five Clicks to College: Gosuslugi Launches Podbor vuza Service

Gosuslugi has moved beyond a simple communication channel with universities, becoming a recommendation engine and navigation tool for thousands of applicants.

Graduation season is approaching. Exams are over, but uncertainty remains. Parents’ advice, university rankings, calls to admissions offices and the fear of not getting in have long defined this period. That scenario is beginning to change. The shift is not only about submitting applications online. It reflects the government’s ability to support applicants in making informed choices.

Navigating a Sea of Options

Applicants no longer need to sift through hundreds of disconnected websites. The Ministry of Digital Development, Communications and Mass Media (Mintsifry) and the Ministry of Science and Higher Education have introduced an updated Podbor vuza (University Finder) service on the Gosuslugi portal. It functions as a full digital navigator that factors in exam subjects, scores, geography and preferred study format. The service is free and available around the clock.

Previously, the superservice Postuplenie v vuz onlayn (University Admission Online) acted primarily as a document submission channel. It now supports decision-making, allowing applicants to submit documents to more than 1,000 universities. The service compares programs, suggests fields of study and provides admission statistics from previous years.

To use the system, applicants enter their data and the algorithm evaluates their chances and recommends universities based on preferences such as location, format of study and institutional demand among students. This replaces guesswork with structured application planning.

Freedom of Choice

“The service ‘Postuplenie v vuz online’ is, on the one hand, a convenient and modern tool that helps applicants make informed and precise choices about which university to attend based on their individual criteria. On the other hand, it is a comprehensive digital solution that any applicant can use, regardless of where they live, including the most remote parts of the country,” said Deputy Prime Minister Dmitry Grigorenko.

The scale of adoption is significant. In 2025, more than 1.1 million applicants used the portal, representing 79 percent of all applicants nationwide. In 2026, applicants can submit applications to five universities, with up to five programs in each, and track their position in admission rankings through their Gosuslugi account.

A Gateway to the Future

Some developments gain significance gradually. In 2020, Gosuslugi launched the superservice Postuplenie v vuz onlayn (University Admission Online). Initially available only at a limited number of universities, it appeared to be a convenience feature for applicants seeking to avoid in-person visits. Within two years, the service expanded to include applications for paid programs.

By 2023, the initiative had become standard practice. The Ministry of Science and Higher Education announced admissions campaigns through Gosuslugi as routine. By 2025, 1,717 universities had joined the service, and the number of users during a single admissions cycle exceeded one million. At that point, choosing not to use Gosuslugi meant adding unnecessary complexity to the application process.

Further expansion is planned. In the next academic year, a pilot will begin for admissions to colleges and technical schools through the superservice Postuplenie v SPO onlayn (Vocational Admission Online). The pilot will run in five regions – Volgograd, Kostroma, Leningrad and Ulyanovsk regions, as well as Krasnoyarsk Krai. This approach will allow students entering universities or vocational institutions to begin their educational path through the same digital entry point.

From Public Services to GovTech

The Podbor vuza on Gosuslugi is not just a demonstration of how far Russia’s govtech ecosystem has evolved. It shows the platform’s ability to deliver integrated digital solutions. The system connects university databases, systems operated by the Ministry of Science and Higher Education and recommendation algorithms, presenting the results through a user-centered interface.

“We are among the first to build a platform fully independent of proprietary solutions. This means it can be deployed without licensing fees,” said Maksut Shadayev, Minister of Digital Development, Communications and Mass Media.

The Gosuslugi platform is also attracting international attention. In 2024, Mintsifry confirmed discussions with partner countries on exporting the platform as an “ecosystem as a service.” The platform simplifies access to government services, and the university selection tool adds a new example of how digital infrastructure can improve everyday decision-making.

Podbor vuza service on Gosuslugi is not just another digital feature. It is a navigation tool for people at the start of adult life. It handles the routine work of analyzing and comparing data, allowing applicants to focus on choosing a career path and preparing for exams. With this system, applicants only need to know their scores and access the portal. The service then generates realistic pathways rather than abstract options
